That a precedent wzs established by the denial of Tentative Map of Tract No. 40EL, which proposed subdivision of subjecic property to R-1, SinFle Family Residential~ lo~s~ by the City Planning Commi.ssion on Pebr.uary 20, 1961 und by the City Council ~n March 14~ 1961. . 5.
