That the Anaheim Legion Hall was established and was an allowable use on the subject property before the adoption of the R-3, Multiple Family Residential, Ordinance, which created thereby a non-conforming use of said property, and that the proposed improvement of said property will not change the present conditions that exist on said property, but said im- provements will constitute an improvement of the property thereby being of ben~fit to the surroundi ng area. 7. That verbal opposition was recorded by one owner of property in the subJect area. Installation of landscaping, including trees,in the uncemented parkway portions of the j gy planned highway right-of-way of Lemon Street and La Palma Avenue abutting subject pro- ~ • y~ perty, or the provision of tree wells therein, plans for said landscaping to be submitted ' to and subject to the approval of the Superintendent of Parkway Maintenance, and installed • , ~;'~ prior to Final Building Inspection, with the number and spacing of trees to be determined by the Superintendent of Parkway Maintenance. 2.
