WH&REAS, the City Planning Commission of the City of Anaheim did initiate a veri- fied Petition for Reclassification of the following described property: Legal description ~ Hxhibit "A", attached hereto, incorporated in file of snbject petition and referred to herein as though set forth in full; and WHERHAS, the City Planning Commission did hold a public hearing at the City Hall in the City of Anaheim on March 5, 1962, at 2:00 0'Clock P.M., notice of said public hearing having Ueen dul}~ given as sequired by law and in accordance with the provisions of the Anaheim Municipal Code, Chapter 18.72, to hear and consider evidence for and against said proposed reclassification and to investigate and make findings and recommendations in connec- tion therewith; and Wf~REAS, said Commission, after due inspection, investigation, and study made by it- self and in its behalf, and after due consideration of all evidence and reports offered at said hearing, does find and determine the following facts: ' 1. That the Commission proposes a reclassification of that portion of the above ~ de9Ctibed property lying east of the proposed Route 19 Freeway Right-of-way from R-A,':1tBS== DBNTIAL qGRICULT[JRAL, ZONE to M-1, LlGHT MANUFACTURING and P-L, PARKING IANDSCAPING, ZONES ', (excepting therefrom those properties aIreadyzoned M-1 and P-L). ~ 2, That the proposed reclassification of subject property is necessary or desirable for the orderly and proper development of the community. 3. That the proposed reclassification of subject property does properly relate to '• the zones and their permitted uses locally established in close proximity to subject property and to the zones and their permitted uses generally established throughout the community. ;~ 4. That the proposed reclassification of subject property does require dedication 1 for and standard improvement of abutting streets because•said property does relate to and E abut upon streets and highways which are proposed to carry the type and quantity of traffic, which will be generated by the permitted uses, in accordance with the circulation element of the General Plan. 5. That, because of a unique combination of assets and advantages as set forth in Bxhibit N1, Industrial Areas Analysis, Anaheim has the potential to pl~y a major ro.le in ; the industrial development of Orange County; and that the Northeast Industrial Area is well- ~ locat~d and highly desirable for industrial development. ; b, That a petition of protest, containing 350 signatures, was filed against subject petitimn ~ I10W, THHRBFORE, BE IT RBSOLV~ that the Anaheim City Planning Commission concure in the conciusions and hereby adopts the Recommendations as set forth in Exhibit #1, Indus- trial Areas Analysis, and the graphic representation of those recommendations as set forth in Hxhibit if2, Planning Study No. 34-110-20. AND BB IT FURTHHR RBSOLVHD that the following actions be recommended to the City Council of the City of Anaheim for their consideration: i 1. That the entire area delimited by Ba1S Road on the north, Los Angeles ~.,',,~ ~ Street and the Santa Ana Freeway on the west, and the Santa Ana River on the east be designated for industrial use on the Anaheim General Plan. 4. That the entire area within *'-e Anaheim City Limits bounded by Orangethorpe ';~ Avenue and Placentia-~Yorba ~.evard on the north, the Riverside Freeway on the aouth, Jefferson on ,..e east, and the Route 19 Orange Freeway on the 'i west be ioned M-•1, Light Manufacturing; with the exception of those areas lying immediately along and parallel to all arterial streets and highways as designated on the adopted Circulation Element of the General Plan, such areas to be zoned P-L, Parking-Landscaping, to a depth of 50 feet on each side of the planned highway right-of-way line. 5. That t~e County of Orange be requested to establish industrial zoning • which prehibits all residential uses on all areas lying within their . jurisdiction in the above described areas; and to establish standards of property development similar to those of the P-L, Parking-Landscaping Zone. , 6. That the City of Placentia be requested to establish industrial zoning which prohibits all residential uses on all areas lying within their jurisdiction in the above described areas; and to establish standards of property development similar to those of the P-L, Parking-Landscaping Zone; further that the areas lying between Placentia Avenue and the Orange Freeway Right-of-way and south of Orangethorpe Avenue, designated Medium Density Residential, including trailer parks as it now appears on the preliminary General Plan. 7. That any desirable industry-related commercial uses be estab'lished by Conditional Use Permit rather than spot reclassification to commercial zoning; and that within the No*theast and Southeast Industrial Areas as specifiec: above, all requests for non-industrial uses be by Conditional: Use Permit only. 8. That any trailer parks established in the Northeast Area;as a result of actions preceding this report be considered legal non-conforming uses, and that no further residential uses, including trailer parks or expan- sion of trailer parks previously approved be permitted in the Northeast Industrial Area. 9. That the County of Orange be requested to conduct an "Orange County Industrial Areas Analysis", further exploring the industrial poteatial of the entire County with respect to regional competition to establish a framework within which other individual cities may determine and project their industrial land needs and potentials. 10. That the following recommendations of the Interdepartmental Committee for Public Safety arzi General Welfare be required for the development of all properties in the subject area: a. Dedication to be given on all streets within the area according to Circulation Hlement of General Plan Highway Right of Way, prior to adoption of ordinance rezoning property. b. Preparation of street improvement plans and installation of all im- provements in accordance with the a~opted Standard Plans on file in the office of the City Engineer at time of development. c. Payment of $2.00 per front foot for street lighting purposes at time of development. d.
