That the ptoposed use is properly one for which a CondItIonel Use Permit is euthorized by this Code, to wit: on sale alcoholic beverages. 2. That the proposed use will adversely affect the ad~oining land uses and the growth and development of the area in which it is proposed to be located. 3. That one person ap~eared before the Commission representing 48 neighboring apart- ment owners and tenents in opposition to sub~ect petition. 4.
