A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ANA[-IEIM RECOMA~NDING ( TO TE~ CITY COUNCIL THAT A LAND USE POLICY EE ESTABLISI-IED R?LATIVE" TO THE PLAN- 'Z NING AREA DELIMITED BY STATE COLLEGE BOULEVARD~ RIVERSIDt 'rntc~iHY~ SANTA ANA RIVER ~' AND_HALL ROADe . 3I . . _ 4 WHEREAS, the Anaheim City Planning Commission of the City of Anaheim is undertaking the formulation and adcption of a general plan of land uses, and is 5 presently reviewing and preparing a;~endments to the Anaheim Zoning Ordinance, said General Plan and amendments to be discussed at public hearings within a reasonable 6 time; AND 7 WHEREAS, after consideration of the many factors involved during work sessions on the preliminary General Plan and consideration of numerous planning 8 studies, the City Planning Commission of the City of Anaheim determines the fol- lowing facts in relation to that portion of the City commonly known as the "East 9 naheim Area"• 10 OW Ti-IEREFORE BE IT RESOLVED THAT in order to protect the public health, safety, nd general welfare of the City of Anaheim, a land use policy, be established in 11 rder to encourage the continued orderly development of that area commanly known s the "East Anaheim Area", as delimited on Exhibit No. 3, does hereby find the 12 ollowing: 7.3 THAT, the East Anaheim area is one of the few remaining portions of the ity which offers an opportunity for development in accordance with sound com- 14 nity development principles; AND • 15 THAT, the present trend toward single family residential development is esirable and should Ue encouraged to continue to develop in conjunction with 16 hose oLher uses required to serve the residents of this area such as: schools, arks, libraries, churches, and planned unified shopping centers. Provisions ~.7 or these facilities are indicated on and will be included as a part of the neral Plan; AND 18 THAT, the preliminary General Plan studies indicate that the commercial .l9 eeds of the residents of this area can be adequately met by the development nown as the East Anaheim Shopping Center plus two additional planned unified 20 enters, one in the vicinity of Rio Vista and Lincoln, and the other in the icinity of Ball and State College Boulevard; and that there now exists 18 acres ~l f commercial zoning at the northeast corner of Lincoln Avenue and Rib Vista treet which is more than adequate to provide commercial needs of the residents 22 f this area; and that suitable land is available for development at the inter- section of State College Boulevard and Ball Road; AND 23 THAT, the integrity of the surrounding areas should be safe9uarded by 24 ontaining the comraercial development in these areas to planned unified centers, and that additional spot commercial development,s should not be permitted to 25 establish along the highways nearby since this often serves as the entering edge for the establishment of strip commercial development; AND 26 27 29 30 31 32 THAT; the lands abutting said planned commercial centers and lands abutting arterial highways should be developed where possible, for single family residences~backing up and with provisions for walls and that the surrour~d lands be developed as indicated on the planning studiQs; AND IN ACC~RDANCE WITH THE ABOVE STATED FINDINGS, the City Plannin, Commission of the City of Anaheim hereby states its intent that this pclicy sl:atement serve as an interim .land use guide to promote and encourage the efficient and orderly development of the "East Anaheim Area" and to establish a framework within which the merits of individual applicatic:,s might better be considered and further states its ihtent to adopt the above-mentioned planning studies as precise plans in accordance with Article 10 of the State Planning Law following the completion and adoption of the General Plan: AND _ ___..._-~..~.__ _ ._ _ _. .___------ - -- .:s::i .__. ~ ~ ' . ... ~y ~ ,1' ~ - -.. ~~ __ 4 ~ ~; THAT, this policy shall remain in full force and effect until such time as said policy is properly incorporated into an adopted comprehensive General Plan and properly provided for in an adopted comprehensive Zoning Ordinance, or until such time as the Route 19 Freeway or oLher substantial change has taken place to warrant a change in this policy.
