and efter due conaidewtion of ell evidence and reports offered et seid hearing, does tind and deteemine the foilowing Eects:
1. Thet the proposed use is properly one for which e Condltionel Uae Parmit ie authorized by this Code, to wit:

2o That the'proposed vse will advarsely affect the adjoining land uses and the growth
and development of the area in which it is proposed to be located~
