JEHU, 1641 Monterey Road, Seal Beach, California, OKmers; RUSSELL JAY, 2966 West I.inceln Avenue, Anaheim, California, Agent of certain real property situated in the City of Anaheim, County of Orange, 5tate of California, described as the North half of the Southwest quarter of the Southwest quarter of the Northwest quarter of Section 23, Township 4 South9 Range 11, West, in the Rancho Los Coyotes, as shown on a map thereof recorded in book 51, page 11, Miscellaneous Maps, records of said Orange County; EXCEPT the South 2 acres thereof- ; end WHEREAS, the City Planning Commission did hold a public hearing at the City Hell in the City of Meheim on February 18~ 1963~ at 2:00 o'clock P.M. notice of said public hearing hoving been duly given es required by lew and in accordance wi4h the provisions of the Maheim Municipel Code, Chepter 18.72, to hear and consider evidence for and against said proposed reclassification and to investigete and make f:ndings end recommendations in connection therewith; and WHEREAS, said Commission, aftec due inspection, investigation, erd study mede by itself end in its behelf, and efter due consideretion of all evidence and ceports offered et said heering, does find end determine the following facts: 1. Thet the petitioner proposes a reclassificetion of the ebove described property from the R-A~ Residential A9ricultural, Zone to the R-39 Multiple Family Residential, Zone, to permit the development of a one-story (40 unit) planned unit multiple family residential development. 2. Thet the proposed reclessificetion of subject property is necesse.ry and/or desireble for the orderly and pra per development of the community. 3. Thet the pcoposed reclassification of subject property does properly celate to the zones and their permitted usee locally established in c:ose p:oximity to subject property and to the zones and their permitted uses genecally estab- lished throughout the community. 4e That the proposed reclassification of subject property does not require dedication for and standard improvement of abutting streets because said property does relate to and abut upon streets and highways which are proposed to carry the type and quantity of traffic, which will be generated by the permitted uses,. in accordance wii:h the circulation element of the (3eneral Plane 5a That the development shall be a self-contained residential unit, 6o That no one appeared in opposition to subject petition. Rl-A -1- ~ ~ / ~ :° ~~ ~ ~ } , ,) NOW, THEREFORE, BE IT RESOLVED that the Anaheim City P'lanaing Commiasion does hereby recommend to the City Council of the City of Aneheim thet subject Petition for Reclessificetion be approved end, by so doing, that Title 1&Zoning of the Aneheim b'Iunicipal Code be amended to exclude the above described property from the R-A, Residential Agricultural, Zone and to incorporate said described property in the R-3, Multiple Family Residential, Zone upon the following conditions whir,h are hereby found ~o be a necessary prerequisite to the proposed use of subject property in order to preserve the safety and general welfare of the citizens of the City of Anaheim. lo Preparation of street improvement plans and installation of all improvements for Knott Ave- nue, subject to the approval of the City Engineer and in accordance with the adopted standard plans on file in the office of the City Engineer. 2o Payment of $2000 per front foot for street lighting purposes on Knott Avenueo 3~ Payment of a Park and Recreation Fee of $25000 per dwelling unit to be collected as part of the Building Permito 4o Provision of standard trash storage areas as determined by the Department of Public Works, Sanitation Division, prior to Final Building Inspecti ono 5~ Installation of fire hydrants, as determined to be necessary by the City of Anaheim Fire D'epartment9 to provide adequate fire protection. 6~ Access drives shall be a minimum of twenty-one (21) feet in width with adequate angle cut- offs provided, or a rninimum of twenty-eight (28) feet in width if no cut-offs are provided, and in a11 cases, shall have a minimum vertical clearance of fourteen (14) feet~ 7o Subject to the approval of Petition for Conditional Use Permi•t Noo 3740 8e Time limitation of one hundred and eighty (180) days for the accomplishment of Item Nosa 1 and 2a 9..
