RESOLUTION N0. 655, SERIES 1962-63 A RESOLUTiON OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF ANAHEIM THAT PETITION FOR RECLASSIFICATION NO. ~+?-~ -79 BE APPROVED WHEREAS, the City Plenning Commissioa of the City of Aneheim did recelve a verified Petition for Reclassifica- tionfrom DRo G. R. RAMAGE JR., and FRID C. MELIA, 9260 Raviller, Downey, California, Owners; KEN BEAUBIEN, 3648 Fernwood, Lynwood, California, Agent of certain real property situated in the City of Anaheim, County of Orange, State of California, described in Exhibit "A" attached hereto and referred to herein as though set forth in full ; and WHEREAS, the City Planning Commission did hold e public hearing at the City Hall in the City of Anaheim on February 18~ 1963~ at 2:00 o'clock P.M. notice of said public hearing heving been duly given es required by law and in accordance with the provisions of the Anaheim Municipal Code, Chepter 18.72, to hear and consider evidence for end ageinst seid praposed reclassification and to investigate and meke findings and recommendations in connection therewith; and WHEREAS, said Commission, after due inspection, investigation, and study made by itself and in its behalf, and after due consideration of all evidence and reports ofEered at said hearing, does find and dete:mine the following facts: 1. That the petitioner proposes a reclessifIcation of the above described property from the R-A~ Residentidl Agricultural, Zone to the R-3~ Multiple Family Residential, Zone to permit the establishment of a two story seven unit apartment building. 2. That the proposed reclassification of subject property is necessary and/or desirable for the orderly and pro- per development of the community. 3. That the proposed reclassification of subject property does properly relate to the zones and their permitted uses locelly esteblished in ciose pcoximity to subject property and to the zones and their permitted uses generally estab lished throughout the community. ~ 4. That the proposed reclassification of subject property does require dedication for and standard improvement of abutting stree•ts because said property does relate to and abut upon streets and highways which are proposed to carry the type and quantity of traffic~ which will be generated by the permitted uses, in accordance with the circulation element of ttze General Plane 5e That subject property had been recommended for multiple family residential develop- ment under Planning S±udy No. 52-51-4 as reflected on the proposed General Plan. 6. I ~ ~~ NOW, THEREFORE, BE IT RESOLVED thot the Anaheim City P'laaning Commissioa does hereby recommend to the City Council of the City of Anaheim thet subJect Petition for Reclassiflication be eppmved end, by so doing, that Title 1&Zoning of the Anaheim Municipal Code be amended to exclude the ebove described property from the R-A,. Residential Agricultural, Zone and to incorporate said described property in the R-3, Multiple Family Residential, Zone upon the following conditions which are hereby found to be ~ a necessary prerequisite to the proposed use of subject property in order to preserve the safety and general welfare of the citizens of the City of Anaheim. i; lo Dedication of thirty-two (32) feet from the monumented centerline of West Street (20 feet existing)o 2. Preparation af street improvement plans and installation of all improvements for West Street, ; subject to the approval of the City Engineer and in accordance with the adopted standard plans on f ile in the office of the City Engineer. ' 3. Payment of $2000 per front foot for street lighting purposes on West Street. 4o Payment of a Park and Recreation Fee of $25.00 per dwelling unit to be collected as part of ' the Huilding Permit. ~a Provision of standard trash storage areas as determined by the Department of Public Works, : Sanitation Division, prior to Final Building Inspection. ~ 6o Installation of fire hydrants, as'determined to be necessary by the City of Anaheim Fire Department, to provide adequa•te fire protection._ ' 7o Subject to the approval of Petition for Variance Noe 15500 8o Time limitation of one hundred and eighty (180) days for the accomplishment of I~em Nos. 1, 2, and 3a , 9o Development substantially in accordance with Exhibit Nos. 1 through 4 provided that revised plans incorporating City Code, Commission and Council.Policies, provision of shake roofs, elimi- nation of the overhang on the southerly portion of the structure be submitted for Development Review prior to hearing by the City Council of subject petition for report and recommendation to the City Council.
