That the proposed ceclnssi~ication of subject property is necessary and/or desiwblo for the orderly and pra per development. of the community. 3. That the proposed ceclessification of subject propedy does properly celate to the zones and their peanitted uses locally esteblished in close proximity to subject propecty and to the zones and their permitted uses generally estab- li~hed throughout the community. 4.
