That the petitioner proposes a ceclassification of the ebove described property from the R-A Residential A~xiCt~ltural, Zone to the R-3, Multiple Family Residential, Zone to establish a two-story multiple family planned residential development with carportso 2. That the proposed reclassification of subject property is necessary and/or desiceble for the orde:ly end pra per development of the community. 3.
