WHEREAS, the City Plenning Commi~sion of the City oi Aneheim did receive a vedfied Petition for Reclassifica-
tionfrom COAS'NVISE INVESTMENT GpMPANY, 146 East Orangethorpe, Anaheim, California, Owners;
LARRY GOLDEN, 110 West•First Street, Sant~ Ana, California, Agent of certain real property
situated in thE City of Anaheim, County of Orange, Sta-te of California, described in Exhibit
"A" attached hereto and referred to herein as though set forth in full
; and
WHEREAS, the City Planning CommissioR did hold a public hearing et the City ftell in the City of Aneheim on
SeptembeT 30y 1963~ at 2:00 o'clock P.M. notice oE seid public heating heving been duly glven as required by
law and in accordance with the p~ovisions of the Maheim Municipel Code, Chepter 18.72, to hear and consider evidence
for and agaiast said ptoposed re~classifIcetion end to investigate and make findinga end recomm~ttdations in connection
therewith; and
WHEREAS, said CommIssion, sfter due inspection, investigation, and study made by itself and in its behelf, and
after due coneideration of all evidence and reports offeced et seid hearing, does find end determine the following fects:
1. Thet the petitioner proposes a reclassification of the above described property from the R-A~ Residential
Agricultural, Zone to the C-19 Neighborhood Commercial, Zone for Portion "A" and the P-L,
Parking Landscaping, Zone for Portion "B" to permit the ccnstruction of a six (6) unit
office and commercial building with parkingo
2. Thet the proposed reclessificetion of subject pcoperty is necessery and/or desireble tor the orderly and pro-
per development of the community. ~
3. That the proposed reclessification of subject property does properly celate So the zones and their permitted
uses locally esteblished in close proximity to subject property ead to the zones end their permitted uses generally.eatab-
lished throughout the community.
4a That the proposed reclassification of sL~bject property does not require dedication
for and standard ~mprov?ment of abuttir.g streets because ~a::d plOpel4~ dOES rela~e t~ ancl
abut upon streets and highways which are improved to carry the type and quantity of traffic,
which will be generated by the permitted uses, in accordance with the circulation element !

~i I~UW9 THFREI~IRE, BE.ZT RESOLVID, that the Anaheim City Planning Commission dces hereby
recommend to the City Covncil of the City of Anaheim that subject Petition for Reclassification
be approved; and by so doing, that Title 18-Zoning of the Anaheim Municipal Code be amended
' to exclude the above described property from the R~R9 Residential Agricultural, Zone and
~ to incorporate said described property in the C-1, Neighborhood Commercial9 Zone for Portion
"A", and P-1, Automobile Parking, ZonE for Portion "B" upon the following conditions which
~ are ~ereby found to be a necessary prerequisite to the proposed use of subject property in
+ order to preserve the safety and general welfare of the citizens of the City of Anaheima
~ le That the sidewalks shall be installed alonq Lincoln Avenue, as required by the
`~ City Engineer and in accordance with standard plans and specifications on file ir.t he office
of the City Engineer prior to final building inspectiono
2o That trash storage ar~as shall be provided in accordance with approved plans on
°" file in the office of the Director of Public Works, prior to final building inspectiona
3o That the owners of subject property shall pay to the City of Anaheim the sum of
$2000 per front foot, along Lincoln Avenue, for street lighting purposeso
4o That Condition No, 3, above mentioned, sl;all be complied with within a period
of 180 days from date hereof, or such further time as the City Council may granto
5o That the existing common driveway at the east end of the subject property be r.emoved
and replaced wit5 curb, gutter and sidewalk prior_t.o final buiiding inspectiono
6o That subject property shall be deve.loped substantially in accordance with plans
and specifications on file with the City of Anaheim, marked Exhibit Noso 1 and 20
7o That 'a six (6) foot strip of land adjacent to the Lincoln Avenue fxontage of
~ubject property shall be landscaped and said landscaping maitttained, as indicated on
Exhibit Noo l on file with the City, that plans for said landscaping shall be submitted
tn at~d approved by the Superintendent of Parkway Maintenance, and that said landscaping
shall be installed pr3o•r to final buildino, inspectiono •.
8o That treewells shall be pr~vided at approximately forty (40) foot intervals in the
i Lincoln Avenue parkway abutting subject property, that p12ns for said treewells and planting
of trees therein, shall be submitted to and approved by the Superintendent of Parkway Main-
~ tenance, and said treewells shall be planted with trees p~ior to final building inspectiono
9o That a six (6) foot masonry wall shall be constructed along the north and west
property lines where subject property abuts single family residential development, prior
to final building inspectiono
l0o That a two (2) year bond in an amount and form satisfactoxy to the City of Anaheim
~ shall be posted with the City to guarantee the installation of a six (6) foot masonry wall
~ along the east property line pxior to final building inspection~
~ 11o That all air-conditioning £acilities shall be contained within the buiiding or
~ properly shielded from viewo
12o That Portion "B" being requested for P-1, Automobile Parkinq, Zor~e be paved with
~ asphalt as stipulatad by the petitioner, and that the proposed parking spaces shall be
~ striped in accordance with minimum dimensions design for off~street parking, approved by
~ the City of Anaheim, prior to final ~uiiding inspection<,
i 13o That the owners of subject property, Portion "fi" only, shall place of record City
of A~aheim Deed Restrictions, approved by the City Attorney9 which restrictions shall limit
~, the use of Portion "B" of sub3ect property for pa~king purposes only9 and that said
~ restrictions shall be completed within a period of 180 days from date hereof, or such
further time as the City Council may g*-~anto
