That the petitioner pcoposes e reclessificetion of the above described property from the C-1~ IJeighborhood Commercial, Zone to the C-3, Heavy Commercial, Zone to establish a used car agency as a conforming useo 2. Thet the proposed reclassification of subject property is necessnry and/or desireble for thc orderly and pra per development of the community. 3.
