Thet the petitioner proposes e reclessiGcation of the above deacribed property from the R-A~ Residential Ag_iculturai, Zone to the C-1~ Neighborhood Commercial, Zone to establish a neighborhood shopping cent~~ro 2. Thet the proposed reclesaiflcation of subject property ls necessery and/or desieable for the orderly and pco- per development of the community. 3. Thet the proposed reclasaification of subject p:operty does properly celate •to the zones and their permitted usea lncelly estebliahed in close proximtty to subject property end to the zones and their permitted uses generally estab- liehed thceughout the comounity. 4. That the proposed reclassification of subject property does require dedication for and standard improvement of abutting streets because said property does relate to and abut upon st•reets and highways which are proposed to carry the type and.quantity of traffic, which will be generated by the permitted uses, in accordance with the circulation element of the General Plane 5. NOW, THEREFORE, BE IT i,;:OLVED that the Anaheim City Pli;~'-.ing Commission does hereby recommend to the City Council of the City of Anaheim that subject Petition for Reclassifi- ,cation be approved and, by so doing, tFat Title 18-Zoning of ihe Anaheim Municipal Code be ~amended to exclude the above described property from the R-A, Residential Agricultural, ; Zone~ and to incorporate said described p:operty into the C-1~ Neighborhood Commerciai, ' Zone, upon the following conditions which are hereby found to be a necessary prerequisite to the ~.roposed use of subject property in order to preserve the safety and general welfare of the citizens of the City of Anaheimo lo That the owners of subject property shali deed to the City of Anaheim a strip of land 53-feet in width, from the center line of the street, along Ball Road and Knott Avenue, for street widening purposesa 2o That street improvement plans shall be prepared and all engineering requirements of the City of Anaheim along Ball Road and Knott Avenue,such as curbs and gutters, side- walks, street grading and paving, drainage facilities, or other appurtenant work shall be completed as required by the City Engineer and in accordance with standard plans and speci- fications on file in the office of the City Engineer; and that a bond in an amount and form satisfactory to the City of Anaheim shall be posted with the City to guarantee the installation of said engineering requirementso ~ 3< That owners of subject property shall pay to the City oi Anaheim the sum of $2000 per front foot along Ball Road and Knoti Avenue, for si:reel: 1ig11~L•ing purposeso 4o That trash storage areas shall be provided in accordance with approved plans on file in the office of the Director of Public Works, prior to final building inspectiono 5e That ovmers of subject property shall pay to the City of Anaheim the s~~m of 15~ per front fec~Y alon~ Ball Qoad and Knott Avenue; for tree planting purposes~ 6e That Condition Noso 1,2,3 and 5, above mentioned, shall be complied with ~.vithin a period of 180 days from date hereof, or such further time as the City Council may grante 7o That subject property shall be developed substantially in accordance with plans and specifications on file with the, City of Anaheim, marked "Fxhibit Noso 1 and 2", provided that 30-foot access ~.rives shall be pr.ovide~ from subject property, one to Ball Road and one to Knott Avenu2o 8e That all air-conditioning facilities shall be properly shielded :rom view from abutting streets~ 9. That all landscaping be installed as indicated on Exhibit Noa 1, subject to the approval of the Superintendent of Parkway Maintenance; and that said landscaping shall be installed prior to final building inspect o 10.
