RECO~IENDING TO Tt~ CITY COUNCIL OF TF~ CITY OF ANAI~IM
~ Tk~ ADOPTION OF GENERAL PLAN AAIENDMENT N0. 21
PROPOSING T}~ ESTABLISf~NT OF CLEMENfINE STREET AND FREEDFINN WAY AS COLLECTOR STREETS
WF~REAS~ the City Council of the City of Anaheim did adopt a HighMay Rights-of-Way
Circulation Element of the General Plan by Resolution No. 63R-869~showing the ultimate
rigt-ta-af-ray of ttreets Mithin the City, and
IMI~REA6, tha City Planning Commission did hold public hearings on April 13, June 8,
and July 8~ 1964, notice of said public hearings having been duly given as required by
lar and in accordance Mith the provisions of the Anaheim Municipal Code, to hear and
consider svid~nce for and against said asendment to the High~ay Rights-of-Way Circulation
Eleuent of the General Plan and to investigate and make findings and recommendations in
conn~ction therewith~ and
WE~REAS, said Co~ission after due inspection, investigation, and study made by
itsalf and in its behalf and after due consideration of all evidence and reports offered
at said hesring, DOES F~REBY FINDt
lo That evidence Mas presented a` said hearings which would justify the City
Planning Commission reco~onending a change in the above mentioned Highway
Rights-of-Way C:rc•~lation Element of the General Plan to the City Councila
2e That as a condition of approval of the abandonment of the east portion of
Alro Avenue, Freedmen Way was to be dedicated and partially improved from
its easterly terminus aasterly to l~lanchester Avenuee
3o That th~ Traffic Engineer recommends that there is a need for an additional
coll~ctor street northerly from Katella Avenue and reco~nends that Clementine
Strest be extended northerly from its present tprminus to connect with Clementine
Str~at extensioni that Clementine Street extension, due to the abandonment of the
wasterly 20 feet in Council Resolution 64R-e49, dated June 23, 1964, is now a
40-f~t wic;a st,:aei wiLh a 34-fooL ...adbed and an 8-foot parkv~ay~ and that Fresdman
Way and Clemer~tine Street be designated on the Highway Rights-of-Way Circulation
Flement of the General Plan as collector streets, in order Lo provide for more
adequate circulation as well as a bypass route around the theater congestiona
4e That~.the existing Table of Exceptions to the official Highway Rights-of-Way Plan,
rher~in are established all planned HighMay Rights-of-Way lines, be amended to
establish Freedman Way as a 60-foot collector street, and Clementine Street as
a 60-foot collector street to 1350 feet north of Katella Avenue, thence a 40-foot
collector street northerly to its terminus at Alro Avenuea
NpNf.]'F~REFORE~ BE IT RESOLYED that the City Planning Commission of the City of
Anaheim doas hereby recommend to the City Council of the City of Anaheim that the
Highway Rights-of-Way Circulation Element of the c3eneral Plan be amended in accordance

BH IT FURTHER RESOLVED that the Table of Exceptions of the official Highway '
Rights-of-Way Plan, Marked ~xhibit "C" be amended to read as follows~
Clementine Street Collector From Katella Avenue 60 feet

(known as the Clementine (34-foot roadbed
