PC 1964-1965-1573I 4 E ': ~ s ~ \ ~ RESOLUTION N0. 1573, Series 1964-65 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM RECOMMENDING 1'0 THE CITY ODUNCIL OF THE CITY OF ANAHEIM THAT GENERAL PLAN AMENDMENT N0. 54 CIRCULATIQN ELEMENT - HIGHWAY RIGHTS OF WAY BE APPRO.VED WHEREAS, the City Council of the City of Maheim did adopt a General plan by Resolution No. 63R-Fi69, showing the general description and extent of land uses and the ~irculation Element Highway Rights-of-Way within the City indicating the present belief of the Council as to possible future development and redevelopment of the land within the City; and WHEREAS, the City Planning Commission did hold a public hearing at the City Hall in the City of Anaheim on March 29, 1965, at 2s 00 0'clock P.M., notice of said public hearing having been duly given as required by law and in acr,ordance with the provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said Amendment to the General Plan, Circula- tion Element -Highway Rights-of-Way, proposing to amend the designation of Taylor Street between the Yorba Linda and Riverside Freeways from a secondary to a primary highway; and YPHEREAS, said.Commission after due inspection, inves.tigation, and study made by itself and in its behelf and after due consideration of all evidence and reports offered at said hearing,; DOES HEREBY FIN9t , ; 1. That the County of Orange Planning Commission has scheduled a public hearing April 7, 1965, to consider an amendment to the County Master Plan of Streets and Highways classifying Taylor Street, between the Yorba Linda and Riverside Freeways as a primary highway; 2. That Anaheim General Plan - Circulation Element -Highway Rights -of-Way indicates that a section of Taylor Street between the Yorba Linda and Riverside Freeways as a secondary highway; 3. That the Orange County Master Plan of Arterial Highways indicates that that section of Taylor Street between the Yorba Linda and Riverside Freeways as a secondary highway; 4. That the Economics Research Associates report entitled "Preliminazy Evaluations of Industrial Use Potentials in the Atwood Cone Area" prepared in 1964, indicated that projected traffic volumes, resulting from anticipated physical development in the Atwocd Cone, would exceed the capacity of the present Taylor Street classification. 5. That the Traffic Engineer of the Engineering Department has analyzed the traffic development in the Northeast Industrial Area, and has recommended upgrading the classification of Taylor Street as a primary highway. 6. That the area which wiil be served by Taylor Street has been reclassified to the industrial zone by both the City of M aheim and the County of Orange, and the resultant traffic would be considerably more than was originally anticipated for that area when a less intense residential use was proposed. 7. That the Orange County Road Department's studies estimate the ultimate traffic count for Taylor Street as 20,000 vehicles per day. NOW, THEREFORE, BE IT RESOLVED that the City Planning Commission of the City of Maheim does hereby recommend to the City Council of the City of Anaheim that subject ~eneral Plan Amendment be approved on the basis of the aforementioned findings. _ ,~." ~ ' ~~~R.. _ .._y ~ Q ~ i - ,~ BE IT FUR?HER RESOLVED that the City Council recommend to the Orange County Planning Coltmission that the designation of Taylor Street between the Yorba Linda and Riverside Freeways be reclassif ied from its present Secondary Highway to a Primary Highway, on the Orange County Master Plan of Streets and.Highways.
