Thet there are exceptional or extreordlnary clrcumstances or conditions epplicable to the property involved ot to the iatended u~e of the properLy thet do not epply generally to the property or cless of use in the same vicinity and zone. 3. That the requested ~oriance is necessary Eor the preservation and enjoyment ot a substantinl propert;~ right posseased by other property in the same vicinlty and zone, and denied to the property in question. 4. 1'hat the requested varianee will not be materially detrimentel to tlie public welEate or ln)urious to che prop. erty of improvements in such vicinlty end aone in which the property is loceted. 5.
