RR~ p,M~DING THE CIRCULATION ELF~1FS1T - HIGHWAY RIGHTS OF WAY TO DESIGNATE JFFFFI3SON STREET SOUTH OF THE RIVFRSIDE FREFNAY AS A PRIMARY HIGFN~AY THERETO WHF~?FAS, the County of Orange Road Department proposes, in the near future, to construct a bridge over the Riverside Freeway connectinq Jefferson Street and Tustin Avenue; and WHF.REAS, Jefferson Street north of the Riverside Freevray is desi9nated as a major highway, and south of the Freeway as a secondary higt~way; and WHEREAS, tne Cit~ of Anaheim has adopted a General Plan, Circulation Element which designates Jefferson Street north of the Riverside Freeway as a major arterial highvaay; and WHF~tEAS, the City of Orange has desianated Tustin Avenue, the southerly extension of Jefferson 5treet, as a primary arteriai higtiway; and VlHFREAS, Jef:erson Street between the Riverside Freeway and Santa Ana Can}~on Road is presently designated as a secondary arterial hio}iway; a~d WHFREAS, studies t~ave indicated that Jefferson Stree* soon ~vill be carrying traffic volumes that will demand a street width greater than that provided by a secondary arterial highway; and WHEREAS, tne City Planning Commission did hcld a public hearing nt the City Hall in the City of Anaheim on October 1G, 1966, at 2:OC 0'clocF: P.A!., notice of said public hearing having been duly given as required by law, to hear and consider evidence for and aoainst said proposed reclassification and to investigate and maE:e findings and recomr~endations in connection therewith; and WHFREAS, said Comrnission, after due inspection, investigation, and study made by itself and in its bef:alf, and after due consideration of all evidence and reports offered at said hearing, does find a~d determine the following facts: 1. That Jefferson Street will serve as a connectir,g linF; between the northeast industrial area and the City of Oranae via Tustin Avenue, as well as, servinq as a freewa~~ interchange point.. ?_• That Jafferson Streei. nortF of the proposed interchanqe is to connect with Linda Vista Avenue and Yorba iinda Roulevard, thus creatino a direct route from the residential section of the Yorba Linda and Placentia ~rea to the freewa~~ interch~nge and southerly. 3. That traffic created by tfiis extension, when coupled with tf~e existing demand fo: access into the industrial area, will demand a minimwn of four traffic ianes for Jefferson Street.. 4. That the area south of the Santa Ana River, and r,orth o° Santa Ana Canyon Road from the Atchison, Topeka and Santa Fe Railroad to Irnperial Highway is being developed rapidly as a low-density resi- dential area, and upon comptetion of the Riverdale crossing of the Riverside Freeway, it will be logical to assume that tt~e Je:ferson Street crossing will provide the most advantageous route to and from the residential area south of the river to the industrial area north of ttie river. o~ ~ ~ t ~ `,'! ~ i 5. That it is the considered opinior. of the City Traffic Fngineer that Jefferson Street will carry some 2,2C0 vehicles per hour during the peak hours to and from the industrial area; and that traffic volumes of this ma~nitude require the travel lanes provided by a primary arterial hi9tiway. 6. That the presently existing portion of Jefferson S~reet between the Santa Ana River and Santa Ana Canyon Road has alre•ady been developed to the County of Orange Primary Arterial design standards. ~~~ NOW, THEREFORE, BE IT RF•SOLVED that the City Planning Commission of the City of Anaheim does hereby recommend to the City Council that General Plan Amendment IJo. Ru, ~ , establishing Jefferson Street between the Riverside Freeway on th~ north and Santa Ana Canyon Road on the south as a primary arterial highway, be approved.
