PC 66-52RESOLUTION N0. PC66-52 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM DOES HEREBY RECOMMEND TO THE CITY COUNCIL OF THE CITY OF ANAHEIM THAT PETITION FOR RECLASSIFICATION N0. 66-67-14 BE qPpROVID ' WHEREAS~ industrial properties located al.ong major primary and secondary arterial highways within the City's industrial areas presently have a 50-foot P-L, Parking Landscapina~ Zone adjacent to the right-of-way as established under numerous Ordinances; and WHEREAS„ the M-1, Light Industrial and M-2, Heavy Industrial, Zones have site ~;"'~°--~ development standards which also provide for a specific landscaped building setback ~ M1L based upan the type of arterial street designation; and ~'~ WHEREAS, the City Planning Commission of the City of Anaheim did initiate a ,~ I verified Petition for Reclas s i f i c a t i o n N o. 0 6- 6 7- 1 4 propos ing t he reclassification , ~ oF certain properties; and ~~ WHEREAS, the City Planning Commission did hold a public hearing at the City ,)~ - Hall in the City of Anaheim on August 15, 1966, at 2:00 0'clock P.M.~ notice of . ~ said public hearing havfng been duly given as required by law and in accordance ~ with the provisions of the Anaheim Municipal Code, to hear and consider evidence ~ for and against said proposed Petition for Reclassification to investigate and make ~~ findings and recommendations in connection therewith; and ,i ~ WHEREAS, said Commission after due inspection, investigation, and study r„ade i by itself and in its behalf and after due consideration of all evidence and reports offered at said hearing, DOES HEREHY FIND ~ I 1. That at tlie time tl~e P-L, Parking Landscaping, Zone was established the ~, P d- 1 a n d M- 2 Z o n e s di d no t have site development standards which pro- ! vided for building setbacks and landscaping. ~ i `' ~ 2. That subsequently, both the M-1 and M-2 Zones were amended, and site ~' i ~•I development standards for building setbacks and landscape requirements ~., were incorporated into said zones. ~ ! _ ~'' _ 3. That since the requirements of the P-L, M-1 and M-2 Zones are now very k nearly identical, one zone, either the M-1 or the M-2, whichever is ' appropriate, will accomplish the same purpose for which two zones are `" ' being used at the present time. 4. That the only difference in the requirements of the P-L, M-1, and M-2 Zones is that a minimum 20-feet of landscapinq is required in the P-L Zone, whereas only 10 feet is required in the M-1 and M-2 7.ones. There- , fore, it is evident that the M-1 and M-2 Zones offer a little more ! development flex.ibility than does the P-L Zone. i i 5. That due tu the unique circumstances involved in establishing the P-L Zone ~ i in three (3) industrial locations in the City, it was necessary that ' these three (3j areas be given special consideration. The areas in- clude: the west side of Loara Street between Lincoln Avenue and Broad.;vay; , the west side of East Street between Water and South Streets; and botli sides of Lewis Street and Cerritos Avenue in the Southeast Industrial Area. ~ That Lewis street and Cerritos Avenue have been deleted from this action for future consideration. , That upon the ultimate dedication of East Street for street widening purposes, ; since it has been designated as a secondary tiighway without exception, no I problem will 6e foreseen in reducing the presently required 60-foot setback ,.'~ . ~ to 50-feet. i That since Loara Street was designated a local street on the Circuiation Element I of the General Plan, it was felt that setback requirements for said street should ,.~; Ue consisient with setback reouirements for o±her local streets throughout the City. ^'i ~ .ax ~ ~ I ~I I ' ! ~i ,I j ~ ~ ! i ~ I ;~ E. : ~\ ~ ~i i ~~ . ~ '~~iOD9Y~! ~ ~', - - - '- ~ f ; ~ l `,-r ~. --~_ ~. . _...:.i .__~~.:..-__~:.. __ ~ y ~ LC~~C i~-i 7: 1~; •_1 - : - .. ~ . y ..,,.. ,,..1): _~ ..~_.. : -_:. ,.~., J~ ..: i~ ..:r,; 4 _....~..i.._~1 a ~~i:: ..~ ?~ ::r.~~f,~ _nGUE.._. .. - .,. ~, . ..._,. , •c~,.~_,...., ir. ~lt:: ~,:.'; .,. ,.,.t.:c..~:, Cou:~i, oz Cr,;n;c, .:=,,e o: Cr.li- .v'. .- . : .. . , ~~ :ii C : ..:C ::iGL'C ~: ~:t:CU:.._1 ~ JCL.C~_I,CC. _.. ,.::C :UiiO~, ..;1~ 1:..~....
