PC67-;75 F ~ -+~ ~.;~ ~ A RESOLUT:ON OF THE CITY PLANhIPIG CGNiMISSIOIJ OF THE CITY OF A'9AH~IM RECOK~hSENDING TO THE CITY COU~lCIL OF THE CITY OF AidAHEIM THAT GE;JERAL PLAN AMEi.Dh1EtJT :i0. 93 WHICH ESTABLISHES THE GENFJ~AL ALIGIQMEVT OF CONVEt9TI0,~ WAY At~!D CLEh1Ei~TIWE STRHHT' AND ALSO DESIG;JATES SAID STREETS AS SHOOtdDARY HIGFNJAYS Oi1 THE CIRCULATI01~ ELEJu1~NT - HIGHWAY RIGHl'S-OF-PJAY OF THE GE;;ERAL PLAIJ NJHEREAS, the City Council of the City of Anaheim diti adopt a General Plan by Resolution iJo. 63R-869, showing the general description znd extent of land uses within the City and the Circulation Element of Streets and Highway=_ in the C?ty of Anahe?m; and WHEREAS, notice was given reoard~ng the consideration of ar, amendment to the Circulztion Element o: the General Plan with the intent to add therAto Convention Way between ~IGrbor _ Boulevard on the west and Anaheim Boulevard on the east; and Clementine Street be~ween Katella Aven~,:~ on the north and Orangewood Avenue on the south; and WHEREAS, the City Planning Commission did 'nold a pubiic hearino at the City Hall in the City of Ananeim on July 31, 1967, at 2:00 Q'clock P.hi., notice of szid public hearina havina be2n duly aiven as required by law and in accordance ~vith the provision= o.` the Anaheim hlunicipal Code, to hear and consider evidence for and acainst said Amendment to the Generzi Plan and to investigate and ma~:e findinos and recommendations in connection therewith; and WHEREAS, said Commission a:ter due inspection, investigatir~n and study made by itself and in its behalf and a`ter due consideration of all evidence and reoorts of.°ered at said hearing, DOES HEREBY FIIJD: i 1~ That Exhibit "A" indicates an arterial street to hz known as Convention 'Nay, located between Katella and Orangewood Avenues, extendino ea=terly from Harbor Bouleva:d ar.ross the Santa Ana Freeway to connect with Pacifico Avenue, pro~~iding _ an alter.native route to th~ stadium and the Southeast Industrial Area. 2. Thzt Hxhibit "A" indicates an arterial street to oe :;r.o:vn as Clementine Street located between Harbor Boulevard znd Haster Street, extendino southeriy to Orange~r~ood Avenue, thereby providino an adJitional north-south street to relieve an already congested Harbor Boulevard. 3. That both Katelia Av~~nue and Harbor Boulevard alrea~-fy are experiencing vehicular trarfic counts near their capacities, and that with the ooening of the Con~~ention ` Cen~er, alternate arterial rnutes within the qenera] erea are a necessit/. j 4. That the Traf`ic Engineer advises that area ultimate saturation studies indicate: I a. Convention Vday from c.rbor Boulevaro to Haster Street wil] require six, (o) ~ moving traffic lanes (a major arterial width). e. Convention 'Play from Haster Street to Anaheim Boulevard will reauire iour ! (^) moving tra`fic lanes (a secondary arterial width). ;~ ~ c. Clementine Street from Katella Avenue to Oranaewood Avenue will require `~ four (4) moving traffic lanes (a secondary arterial width). ,~ i 5. That the proposed General Plan Amendment is not a precise alignment study, nor i= ; there an acquisition program being proposed, but is a statement of the neces=_ity i for an arterial link between the Convention Center, the Southeast Industrial Area, . and the Anaheim Stadium, as well as the necessity for additional internal arteriz! circulation within the Commercial Recreation Area. + 6. That 10 persons v~ere present in the Council Chamber requesting clarification o: ~; the proposed amendment as it affected their properties, and that one person -~ apoeared representing owners of the apartment complex fronting on Haster Street ~ opoosing extension of Convention Way through a portion of the aoartment develooment. ; ` : * , i ~ ~ NOW, THEREFORE, BE IT RESOLVED that the City Planning Commission of the City of Anaheim does hereoy recommend to the City Council of the City of P.nahe~m the adoption of General Plan Amendment No. 93 establishing Convention Way from Harbor Boulevard to Haster Street as a major arterial street, and Convention Way, from Haster Street to Anaheim Boulevai•d; ~~~~ and Clementine Street from Katella Avenue to Orangewood Avenue as standard secondary ~ i arterial streets on the Circulation Element of the General Plan.
