PC 68-139. ~ ` ~. ~ • RESOLUTION NO. p~68-139 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM RECOMMENDING TO THE CtT;~ COUNCIL O 6~'HE CITy OF ANAHEIM THAT PETTTION FOR RECLASSIFICATION N0. b~ 85 BE APPROVED WHEREAS, the City Planning Commission of thr. City of Anaheim did receive a verified Petition for Reclessifica- tionfrom G. L. HARBOUR, 4500 Orrington .°.oad, Corona Del Mar, California 92625, Owner; WILLIAM £, SWANK, 224 Town and Country, Orange, California, Agent of certain real property situated in the City of Anaheim, County of Orange, State of Califo:nia, described in Exhibit "A" attached hereto and referred to herein as though set `orth in full ; and WHEREAS, the City Planning Commission did hold a public hearing at the City Hell in the City of Aneheim on hlay 20, 1968, at 2:OU o'clock P.M. notice of said public hearing heving been duly given as required by law and in accordance with the provisions of the Aneheim Municipal Code, Chepter 18.72, to hear and consider evidence for end against said proposed reclessificetion end to investigate and meke findings and recemmendations in connection therewith; and WHEREAS, said Commission, efter due inspection, investigetion, and study mede by itself and in its behalf, and efter due consideration of all evidence and reports offered et said hearing, does find and determine the following facts: 1. That the petitioner proposes a reclassificetion of the above described property from the R-A~ Agricultural~ ~one to ihe R-;, Multiple Family Residential, Zone to establish a 15-unit planned resiclentia: development on subject property. 2. That the plans for the proposed developm~nt indicate that the density would be within that permitted under the R-2, Multiple Family Residentlal, Zone, ~herefore the Commission does densityrvouldebe moreahomogeneousMvith~theFlowidensityeresidential developmentstohtheaeastsand south. 3. Tnat the Commission further deems that the R-2, Multiple Family Residential, Zone is more aporopriate for subject orooerty and hereby recommends to the City Council that subject proper4y ThatetheSSCOpeaof~theeoropose1d1reclassificatRon,diftapp'rovede~does not warrant an amencF ment to the General Plan at the present time, hawever, its relationship to the General Plan symbol will be considered at the next an~~;;ai review. ~ 5. That the pcoposed ceclassificetion of subject property is necessery and/or desirable for the orderly end pro- per developncent of tne community. b• Thet the proposed reclassification of subject property daes properly relate to the zones and their permitted uses locally esteblished in close proximity to subject property and to the zones and their permitted uses generally estab- lished throughout the community. 7. That the proposed reclassification of subject property requires the dedication and imorovement of abutting streets in accordance with the Circulation Element of the General Plan, due to the anticipated increase in traffic ivhich will be generated by the intensification of land use. 8. That one person appeared, representing six persons present in the Council Chamber, and a petition signed by 46 oersons was presented, all in opposition to subject petition. That the owner of subject property shall deed to the City of Anaheim a strip of land 32 feet in width from the centerline of the street, along Burton Street, for street wider.ina purposes. ~ 2. That the owner of subject property shall caed to the City of Anaheim a cul-de-sac with a minimum radius of 40 feet for the extension and terminus of Blossom Lane. 3. That street improvement plans shall be prepared and all engineering requirements of the City of Rnaheim along Burton Street and Blossom Lane, such as curbs and gutters, sidewalks, street grading and oaving, drainage facilities, or other appurtenant work shall be completed as required by the City Engineer and in accordance with standard plans and specifications on file in the office of thE City Engineer; and that a bond in an amount and form satisfactory to the City of Anaheim shall be posted with the City tc guarantee the installation of said en9ineering requirements. 4. That the owner of subject property shall pay to the City of Anaheim the sum of $2.OU per front foot along Burton Street and Blossom Lane, for street lighting purposes. 5. That the owner of subject property shall pay to the City of Anaheim the sum of 15¢ per front foot along Burton Street and Bio~om Lare, for tree planting purposes. 6. That the owner of subjECt property shall pay to the City of Anaheim the sum of $25.00 per dwelling unit, to be used for park and recreation purposes,said amount to be paid at the time the Building Permit is issued. ~. That Condition Idos. 1, 2, 3, 4, and 5, above mentioned, shall be cornplied ~vith within a period of 180 days from the date hereof, or such further time as the City Council may grant.
