That the scope of the proposed reclassification, if approved, does not warrant an amendment to the General Plan at the present time, however, its relationship to the General Plan symbol will be considered at the next annual review. 3. I'hat the proposed reclassification of subject property is necessary andjor desirable for the orderly and proper development of the community. 4. That the proposed reclassification of subject property does properly relate to the zones and their permitted uses locally established in close proximity to subject property and to the zones and their oermitted uses generally established throuqhout the community. . 5. That the Commission deems the northerly five (5) lots, known as Portion No, ~, along the west side of Gilbert Street should be retained for multiple family residential purposes, and therefore, the proposal to reclassify these oarcels to the C-1 Zone is hereby denied on the basis that land uses immediately to the east have been developed for multiple family residential purposes and the size, shape and oz•ientation of these lots mal~es them more desirable for residential development. 6. That the owner of subject oroperty shall deed to the City of Anaheim a strio of land 32 f eet in width, from the centerline of the street along Gilbert Street, for street widenino purposes. - 2. That str eet imorovetnent p!ans shall be prepared and all engineering requir ements of the City of Anaheim along Gilbert Street and Lincoln Avenue, such as curbs, and gutters, side- walks, street grading and paving, drainage facilities, or other appurtenant work shall be completed as required by the City Engineer and in accordance with standard ola~s and speci- fications on file in the office of the City Enoineer; and that a bond in an amount and :orm satisfactory to the City of Anaheim shall be posted ~vith the City to guarantee the installation of said engineering requirements. 3. That the owner of subject property shall pay to the City of Anaheim the surn of $2.00 per front foot along Gilbert Street and Lincoln Avenue, :or street lighting purposes. 4. That the owner o, subject orooerty shall pay to the City of Anaheim the sum of 15¢ per front foot along Gilbert Street and Lincoln Avenue, f or tree planting purposes. 5. That all access points shall be in accordance with Area Development Plan IJo. 89a 6. That trash storage areas shall be orovided in accordance with aporoved plans on fiie with the office of the Director of Public Works. 7, That any air-conditioning facilities oroposed shall be properly shield xi rom vie~r~, and the sound shall be buffered from adjacent residential homes. 8. That ali exterior lighting shall be directed downward and away :rom abutting parcels. 9. That any structures which are proposed for conversion from residential to comme:cial uses shall be brought up to the minimum standards of the Uniform Building, °lumbing znd Electrical Codes, as adooted by the City or Anaheim. 10. That Condition Nos. 1, 2, 3, and 4, above mentioned, shall be comolied witn within a oeriod of 180 days .`rom the date her.eoi, or such further time as the City Council may grant. 11.
