PC68-173 A RESOLUrION OF THE CITY PLANNING ~MMISSION OF THE CITY OF ANAHEIM RENMMENDING TO THE CITY ~UNCIL OF THE CITY OF ANAHHIM THAT AREA DEVEI.OPMENT PLAN N0. 90 BE DISAPPROVED WHEREAS, as a result of the City Council's adoption of "A Study of the Problems of Residential Homes Fronting on Arterial Streets", the Planning Commission initiated General Plan Amendments, Reclassification petitions, and Area Development Plans to imolement the conversion of the 17 areas designated in the front-on study from residential to office and professional or general commercial use; and WHEREAS, Area Development Plans are designed to assist in provid:ng secondary or additional circulation to those properties fronting on arterial streets which have been considered appropriate for conversion to commercial uses; and `~t WHEREAS, the City Planning Commission did hold a public hearing in the City Hall in ' the City of Anaheim on June 3, 1968, at 7:30 o'clocF~ P.M., notice of said public hearing ~~ having been duly given as required by la~v and in accordance with the provisions of the ~`~ Anaheim Municipal Code, to hear and consider evidence for and against said proposed Area Development Plan, and to investigate and make findinqs and recommendations in connection - therewith; and WHEREAS, said Commission after due insoection, investigation and study made by itself and in its behalf, and after due consideratipn of a11 evidence and reports of:ered at said hearing, does find and determine the following facts: 1. That subject property is comprised of seven pzrcels, all develoned with low density single-family residential homesites. ~ 2. That surrounding land uses are low-density, single-family residential home- sites to the north and east; a small commercial comol.ex, service station, and a low-density, single-family residential homesite, to the south; and property in the County of Orange which is presently developed as an orchard, but has been commercially zoned to the west. ` '. That the Tra.fic Engineer has indicated that the present daily vehicular ~ traffic count for Broadway, a secondary highway, is 7,000 automobiles and is projected to carry 8,900 automobiles per day in ten years; and that Broo!-hurst Street is pr esently carrying 33,500 vehicles per day, and is projected to carry 42,500 vehicles oer day in ten years. ~~ 4. That the primary vehicular access, except from the easternmost '`~ to Broadway, and none of the parcels have any secondary vehicularTeccesss ';`~ ~a3}eys). i ` ' .;q 5. That all the lots have a deoth of 100 feet, and said depth would be reduced ;# to 95 f eet aft er ultimate dedication of Broadway for street widening and thus the front yard would be reduc d f ~ ! e rom the present 20 feet to 15 feet. Furthermore, the rear yards, wh~re parking is required in the C-0 Zone •~ , are t~o shallow to oermit parF:ing unless the existing structures were i I ; removed. 6. That since the vehicular traffic along Broadway is considerably less than • that projected for secondary highways; and due to the fact that pat~king t o the rear of the residential structures would be minimal unless an alley ` ~ were required, making it necessary to remove the existing structures, the proposed reclassifi ti ca on would be unf easible. ~ I ` 7.
