PC 68-236/ /'~ ~~ ! ~ ~ ~ RESOLUTION NO PC68-2 6 A E~ESOLIITION OF THE CITY PLANII2NG COMMISSION OF THE CITY OF ANAHEIN( RECOMMENDING TO THE CITY COUNCIL ADOPTION Or AMETIIMII~ITS TO T~TLE 18 OF'~THE ANAAETM MUNICIPAL CODE, CHAPTERS 18.16, R-A, AGRICULTURAL, ZONE; 18.18, R-E, RFSIDEr1TIAL FSTATE, ZONE; AND 18.20, R-0, RE~IDENTIAL SUBIIRBAN, ZONE '!'T~~Tp WHEREAS, the Planning Commisaion and City Council adopted by resolution "A Study of the Problem bf Reaidential Homea Fronting on Arterial H3.ggyrays"; and WF~REAS,in order to implement permisaion to erect 8-foo+, walla, fencea, and/or screett landacaping within the front setback of homes fronting on arterial highways deemesl still to be appropriate for residential purpoeea, amendments to Title 18, Cheptera 18.16, 18.1$ and 18.20 are necessary; and WHEREAS'; the Ci•cy ?lannittg Commisaion did initiate a hold a public hearing in the City of Anaheim on July ;?9, 1968 at 2:00 o~clock P.M., notice of said public hearing having beett duly given afi required by law and in accordance with the proviaiona of the ~` Anaheim Mutticipal Code, to hear and conaider evidence for and againet said amendmeq.ta to Title 18, and to inveatigate and make findinga and recommendat;:~ns in connection therewith; and ^ WfiEREAS, said Commisaion, after due in~pection, investigation, and stuc~y made by itaelf and in ita behalf, and after due cottsideration of all evidence end reporta offered at said hearing, does find and determi.ne the following facta: 1• That of the 2200+ homea fronting on arterial highways, only 176 were deemed appropriate for conversion to some form of commercial uae. ; 2• That the balance of the homea could be utilized for reaidential usea; however, in order to create a better living environment, a reduction ! of the viaual and paychological intrusion of the arterial atreet was ~i. neceeeary. ~~ 3. That Phase III of the ai'orementioned °Study" made recommettdationa of i methoda whereby thia better living environment could be accompliahed. l ;~ 4. Ttaat the Staff was directed to prepare an overlay zotte to permit the uee of the acreening techniques developed for the reaidential retention areas requiring auch acreetting. ; 5. AN ORDINANCE OF THE CITY OF ANAH.F.1M Ap.4ENDING TITLE 18, CHAPTERS 18.16, 18.18, f~ND 18.20 OF THE ANAHEIM MUNICIPAL CODE RELATIN„ TO ZONING THE CITY COUNCIL OF THE CITY OF ANAHEIM.DOES ORDATN AS FOLLOWS: ' Section 1. That Title 18, Chapter 18.16, Section 18.16.030 of the Anaheim Municipal Code be, and the same is hereby amended by adding Paragraph (11) reading as follows: "(11) Front On Lots. "Where a residential structure fronts on an arterial street as designated on the General P.lan, an eight (8) foot high wall or fence and/or screen type planting (no maximum height) shall be permitted within the front setback, but to the rear of the ultimate right-of-way. Said fence, wall and/or planting is permitted as a means of retaining a residential environment." That Title 18, Chapter 18.18, Section 18.18.020 of the Anaheim Municipal Code be, and the ~ame is hereby amended by adding Paragraph (4) reading as follows: "(4) Front On Lots.
