Thetthe City Councii proposas ~ reclassifir.ation of the above described oroperty from the R-A, Agricultural, Zone to the C-1, General Commercial, Zone. 2. That the prope*ty is not suited for the full range C-1, Zone uses, because of its close proximity to the residential uses to the west and north. 3. That even though the "Front-On-Study" recommended C-0 uses for those homes fronting on the north side of South Street, all the homes are now being used for residential purposes and the owners have indicated it is there i.ntent to reside in these homes for a number of years, provided that undesirable uses are prohibited for subject property. 4. That if tl. City Council deems a change in zone is ne~ded, consideration should be given to the development of the property for C-0, p-1~ R~-: ,,:_ R-~ Zone us~,z~, ,.,,,~., ~,~,~~i act as a transition between the heavier commercial uses established along the State.College Boulevard frontage to the east of subject property; furthermore, if any more intense use is approved, access should be limited to one 30-foot drive placed directly across from the drive of the residence to the north, in order to eliminate lights from vehicles leaving the subject ~rooerty shinina into the windows of these residences. 5. That althou~h :ne Coi~^~;ssion re;auested that p;~~~ of development shoulc~ b~ sub- mitted, due to the possible deleterious effect general comrnercial uses might have on the residential integrity o: the area, the plans were withdrawn before they could be reviewed bY the Commission. o.
