PC69-136 A RE50LUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM RECOM~~IENDII4G TQ THE CITY COUNCIL OF THE CITY OF ANAHEIM THE ADOPTION OF AREA Dc'VELGPMENT PLAN N0. 102, ESTABLISFIING CIRCULATIOtJ AND ACCESS FOR iANDLOCKED PARCELS IN THE NORTHEAST INDUSTRIAL AREA~ THc'RETO WHEREAS, in order to assist development of six landlocked parcels located north- east of La Palma and Lakeview Avenues and to provide :or future circulatio~ facilities to serve as many as twenty parcels in the area, a pattern of circu?ation and access is ~eemed essential. WHEREAS, the Cit~• Planning Commission set for public hearing conside:ation of said circulztion facilities; «n~ WHEREqS, the City Planning Commission did hold a pubiic hea*ing at the City Ha11 in the City of Anaheim on June 18, 1969 at 2:00 0'clock P,M., notice of said r•ublic hearing having oeen duly given as required by law and in accordance with the orovisions of t~:e Anaheim Municipal Code, Chapter 18.68, to hear and consider evidence for and against said proposed area development plan and to investigate and make !~indings and recommendations in connection therewith; anc9 WHEREAS, said Commission, after due inspection, investigation, and Study made by itself and in its behalf, and after due consideration of all evidE~nce and reports oflered at said hearing, does find and determine the following facts: 1• That the study area consists of twentJ~ parcels comprising approximately %5 acres, one-half of wh;ch is located in an ur,incornor.ated area betn~een Ora;~gethorpe and I.3 Pa1m~ Avenues easterly of Lakeview ~.venue. 2. That the study area is served by arterial highways along the weste.rn and southern boundaries; ano access via a grade crossing over the AT 8 SF railroad to Orangethorpe Avenue to the north is not feasible because this is a main line averaging forty train, daily. 3• That the Orange County Planning Commission plans to determine the align- ': ment of the Miraloma Exter.sion from Jefferson to Lakeview Avenues in ; approximately three months, thereby providiny arterial circulation for _ the western portion of the study area in the future. '~. That the physical di.vision of the various parcels lend themselves to development of a street pattern along property lines, the:eby making i;, possible to divide development costs and provide future flexibiiity. 5. That future street patterns should conform t~ drainage patterns and the proposal for a north-south street would be in line with the drainage of the area. 6. That a local street system within the study area should connect Lakeview anci La Palma Avenues to provide alternate directions for development and access. ~. Consideration of an east-west street for the study area should be held abeyance until the precise alignment for Miraloma Avenue is adopted. 8. That Exhiuit "A" provides for the best manner of development of lor,al circulation £or the landlocked parcels thereby dividing dedication and street improvement between parcels to the west and the la*ge parcel to the east. 9. That five persons appeared before the Commission to express their view- points on the proposed area development pla~~ with four persons b?ing in favor of Exhibit "A". r~~ K ~ J~ ~ ~,7 +~;t~l C ~ M1 , _ _ _ ; r r i, ^ i ' _ir. j NOW, Th~REFORE, BE IT RESOLVED that the City Planning Commission does hereby recommend to the City Council of the City of P.naheim the adoption of Area De~~=lopment ~ Plan No. 102, Exhibit "A" as being ihe most feasible means of providing ci*culation of landlocked parcels in the study area. 1 ~ BE IT FURTHER RFSOLVED that the City Council recornmend to the Orange County ~ F'ianning Commissio~ and Orange County Board of Supervisors agreement and approval cf the proposed circulation plan as depicted in Area Development Plan No. 102, Exhibit "A".
