WHEREAS, at the dir?ction of the City Planning Commission, a st~dy of pa:king
r2quirements in the multiple family residential zones ,va=_ undertaker, as a*esult of
the increasing traffic and parking problems being generated by multip~e-family resi-
dential develonments; and
WIiEREAS, the City Planning Commission set for public hearino on Apri? 7, 1969
proposed amendrents to the Site Development Standards rega_ding Vehicular Accessways,
Yards and Building Setback Requirements, and Parking Requirements; and
WHEREAS, the City Planni~g CoTmission did hold public hea:ings at the City Hall
in the City of Anahein on April 7, h;ay 5, and June 18, 1969 at 2:OC 0'clock P.~S., notice
of said public heari.ngs having been duly given as required by law and in accor~iance with
the provisions of the Anaheim Municipal Code, to hear and consider e~iidenc.e for and
against said proposed Code amendments, and to investiqate ~nd make findings and re-
commendations in connection therevrith; and
WHEREAS, said Commission, after due inspection, investigation, and study made
by itself and in its behalf, and after due consideration of all evidence and reports
offered at said hearinq, does find and determine the tollo:•;inq ;acts:
1. That studies ma~e by staff of parking requirements for o:he: cities in
multiple-family residential developments indicated that seven of the
nine cities required approximately 1.75 parl;ing spaces per living unit.
2. That these studies further inc!icated the Department of P~lotor Vehicles
registration statistics for vehicles i.n Orange County and in Anaheim
in particular showed .75 vehicles per adult; therefore, mult~ple-family
tenant parking alone should be a minimum of 1-~- spaces pe* unit, with
add=tional space provid?d for ter.ants' guests.

- 3. That the Commission requested the cooperation of the Building Industry
" Association (BIA), Orange County Chapter to assist in a survey of exist-
ing apartment developments for the number of one, two, and three bedroom
~ apartrr.ents; number of occupants per apartment; number of vehicles per
bachelor, single, one, two, and three bedroom apartments; percentage of
compact vehicles; and percentage of curuside parking. Said data having
been submitted and comoared with staft studies.
4. That the School of Business Administration and Economics at Cali'ornia
State Co:lPge at Fullerton, had recently conducted a study regarding
the amenities in apartment units for IJorthern Orange County and with
a 26.7% return of questionnaries sent to 5,400 apartments the follov,~ing
information was derived: 51+ % of the famii.ies had one automobile;
37.8~ had iwo automobiles; and 5.3% had three or more automobiles, while
only 5.4% of the families had no automobiles, which indicates an overall
average of 1.43 vehicles per apartment unit.
i 5. That BIA recommendations for parking spaces p?r apartment unit were:
~ Bachelors 1~ spaces; one and two bedruoms: 1~ spaces; and th:ee or
" mora bedrooms: 2 spaces with a ratio of I ~0 1 covered parking, and

p parking; credit to be given for street fror,taoe
~~ parking for guests; and, parking requirements as stated be met by either
tandem, mechanical, or structural parking arra~gements. Furthermore,
~ BIA recorrmended: elimination of the requirement that each dwelling
unit be located ~Nithin 200 feet o: a covered parking space; elimir,ation
of the requirement that a dwelling unit be located not more than 200
feet from a dedicated street; elimination of the req~ir?ments that all
carports b! enr,losed on three sides, in order to permit ;.he definition
of a covered space as requi:ing a roof only; clarification and restudy
of screening of parkinq facilities, and effective date of any proposed
, amendments not be rAtroar.tive beyond the date of a re,;lassification
petition.
