PC-64-217 A RESOLUTION OF THE CITY PLANNING ~MMISSION OF THE CITY OF ANAHEIM RECOMNENDING TO THE CITY C.~UNCIL OF THE CITY OF ANAHEIM DISAPPROVAL OF AN AMEI4DMENT TO TITLE 18 OF THL• ANAHEIM MUNICIPAL CODE~ CHAPTER 18.37, C-R, COMMERCIAL RECREATION, ZONE SECTION 18,37.020 - pERMITTED PRIMARY USES~ THERETO WHEREAS, requests have been received to establish auto rental aoencies in othez than primary use complexes in the C-R, Commercial-Recr?ation, Zone; and WHEREAS, auto rental agencies are permitted as accessory uses to primary use complexes in the C-R, Zone; and WHEREAS, the City Planning Commission on September 8, 1969 determined that a public hearing should be held to consider including auto rental agencies as a primary use in the C-R, Zone, and directed the Planning Commission Secretary to set Chapter 18.3'7, C-R, Commercial-Recreation, Zone, Secti.on 18.37.020, Permiti:ed Primary Uses for a public hearing to be held on September 22, 1969; and WHEREAS, the City Planning Commission did hold public hearings at the City F!all in the City of Anaheim on 5eptember 22, and November 3, 1969, at 2:00 0'clock P.M., notice of said public hearing having been duly given as required by law and in accordance with the provisions of the Anaheim Alunicipal Code, to hear and consider evidence for and against said proposed amendment and to investigate and make findings and recommendations in connection therewith; and WHEREAS, said Commission, after due inspection, investigation, and study made by itself and in its behalf and after due consideration of all evidence and reports offered at said hearing, does find and determine the following facts: 1. That on auto rental agency ~hould be permitted as a matter. of right only where it is an accessory us~:. tp motels and hotels, and as a conditional use when operated independently as a p.rimary use or in connection with any other primary uses in the C-R, Zune. 2. That service station sites are generally inadequate in size to permit combining the uses together with auto rental agencies, due to the need for ~r~ingsaid~ehicles on the site, within the setback area, along wi.th other customers' vehicles. 3. That permitting auto rental agencies in combination with service station~ in the C-R, Zone only, would be granting ~ privilege not enjoyed by service stations established in other zones. 4. That permitting auto rental agencies by right in any commercial zone, could lead to the conversion of many existing operating and non-operating service stations into rental facilities for not only automobiles, but czmpers, travel trailers, boats, and utility rental trailers. ~ __ ..., ~ - NOW, THEREFORE, BE IT fi', ~~LVED that the Gity Planning Co,~ssion does her2by ~1 recommend that amendment to Title 18, Chapter 18.37, C-R, Commercial-Recreation, Zone, ~~ Section 1B.37.020, Permitted Uses to include Auto Rental Agencies as a p~imary use, be disapproved en the basis of the foregoing findi s.
