PC69-62 A RE~LUTION OF THE CITY PLAN~~II~G COMMISSION OF THE CITY OF ANAHEIM RECOAIMET'DIA;G TO THE CITY OJUNCIL OF THE CITY OF ANAI-1EIM THE ADOPTION OF GENERAL PLAN AA7ENDN~ENf ~'0, 114 AMgNpIN(3 THE CIRCULATION ELEMENT HIGHVJAY RIGHTS-OF-WAY MAP AS WELL AS RESOLUTION N0. 67R-376 THERETO WHEREqg, the City Council on June 22, 1965, in Resolution No. 65R-478 adopted the precise alignment of Jefferson-Linda Vista Streets (Tustin Avenue) between Orangethorpe Avenue on the north and the Riverside Freeway on the south as noted on Exhibit "B"; and WHER~AS, further studi.es of this general area revealed that an extremely hazardous situation could arise due to the close proximity of th~ proposed intersection of the Atchison,Topeka and Santa Fa Railroad crossin~ located westerly of Tustin Avenue and Coronado Street, Jefferson Street and Tustin Avenue; and WHEREAS, the Engineering Division of the Public Works Department have determined that Jefferson Street between Tustin Avenue on the southwest and Coronado Street on the noxth could be constructed as a secondary highway with a 80-foot width, having four full lanes and a center median, which would decrease the possibility of intersection traffic conflict, thereby making this street width an exception to the Circulation Element; and WHEREAS, the City Planning Commission on March 10, 1969, set for public hearing can- sideration of an amendment to the Circulation E12ment Highway Rights-of-Way Map to delete Coronado Street between Jefferson Street and Tustin Avenue as a collector street. and to consider amending City Council Resolution No. 67R-376 to ir,clude that pcrtion of Jef:erson Street between Coronado Street and Tustin Avenuz as an exception to a Secondary Highway with a width of 80 f~et; ar~d public hearing at the City Hall in theHC'~itySoftAnaheim onaMarch 24mm1969~nat12:0010'clock P,M„ notice of said hearing having been duly given as required by law and in accordance with the provbsions of the Anaheim Municipal Code, to hear and consider evidence for and against said proposed amendments and to investigate and make findings and recommendations in connection therewith; and WHEREAS, said Commission, after due inspection, investigation and study made by itself and in its behalf, and after due consideration of all evidence and reports offe:Ed at said hearing, does find and determine the following factss l. That Jefferson Street, between Tustin Avenue and Coronado Stree? pr-sent;v is classiiied on the General Plan as a standard secondary highwa;; ~;'~ ~ specified rigF~t-of-way width of 90 feet, whereas 80 feet is now pzoposed which will have four full traffic lanes and a center median to decre~,€P the possibility of intersection traffic conflicts for vehicles le, :nu or entering Tustin Avenue. - 2. That Coronado Street, between Tustin Avenue and Jefferson Street pi.;;~~-.ly is classifieu as a collector street with a specified riqht-of-vray ~,•~dth. of 64 f eet. 3. That Coronado Street betv+eeen Tustin P.venue and Jefferson Street has been dedicated for street purposes to the City of Anaheim. 4. That the precise alignment of Jefferson Street southerly of the ne:v align- ment is pr.oposed to be abandoned. 5. That the County of Orange together with the cooperation of the City of Anahaim will construct the Tustin Avenue and Jefferson Street alignments, and that the County of Orange Road Bepartment has assumed the responsibility of the acqui,ition of land for said alignments. 6. That construction of both Tustin Avenue and Jefferson Street is scheduled to commence sometime after July 1, 1969. 7. That two persons appeared, representing three persons present in the Counci: Chamoer, who were owners of property abutting the proposed change in alignments, requesting clarification as to possible abandonment of and reversion to the original owners of land dedicated for street purposes of Jefferson Street southerly of the new alignment, as well as when any compensation for acquisition of their property for the proposed alignment would be received. hIOW, THEREFORE, BE IT RE9~LVED that the City Planning Commission does hereby recommend to the City Council of the City of Anaheim ambnd~hetado tionAofhGeneral P1anPAmendment No. Circulation Element - Highways Rights-of-Way y P 114, Exhibit "A". BE IT FURTHER RE~LVSD th;;t the City Planning Commission recommends to the City Council that Council Resolution No. 67R-376 be amended to include that portion of Jefferson Street between Coronado Street and Tustin Avenue on the Table of Hxceptions as a Secondary Highway with a specified width of 80 feet, as depicted on Exhibit "A".
