WHEREAS, the Planning Commission on htay 18, 1970 did direct the Planning Commission
Secretary to set for p iblic hearing consideration of an amendment to the Circulation Elernent -
Arterial S treets and f-3ighways Map and the Highway Ri~hts-of-Way Map changing Manchester Avenue
between Orar,gewood Avenue and Chapman Avenue from a Secondary to a Collector Str?et; and
WHEREAS, the City Planning Commi,sion did hold a pub]ic hearinq at the C;ty Flall in the
,_,~ City of Anaheim on June 29, 1970, at 2:00 0'clock P.M., notice of sald ~~ublic hearing having
; been duly given as requirPd by law anc? in accordance with ihe provisions of th? Anaheirn A1unicipa~
i~ ' Code, to hear and consider evidence fo: and against saie' proposed amendment. and to invesiigate
;, and ma4e findinas and recommendations in connection iherewith; and

I and in its behalf, and after due consideration of all evidence and reports offered at said
I hearing, does find and determine the followi~.g fzcts:
1. T}iat the General Plan presently designates Manchester Avenue bet~•;een Orangewood
Avenue and the scuth City lfmits es a secondary highway exception calling for a
half-width of 30 feet.
2• T!iat Manchester Avenue continues southeasterl~ in the (:ity of Orange to Chapman
Avenue.
3. That the City of Orange and the State Division of Highways are nroposin9 to
revise the Chapman Avenue-Santa Ana Freeway interchange by extendinr~ State
College Boulevard over the Santa Ana Freeway to existing Manchester Avenue,
seuth of Chaprnan Avenue.
4• That the City of tirange is also proposing to reroute ~Vianchester Avenue to
accommodate the construction of the State Colleqe Doulevard overcro:;ing of tlie
Sant.a Ana Freeway.
' 5. That the C:ty of Orange nas requested Arterial Highway financing throuqh the
_ ~County of flrange which requires that Manchester Avenue carry the same ~iesianation
in both the City of Oranye and tFie City of Anaheim.

That the Analieim Traffic Engineering Division states Lhat with thc corr.pletion of
tF~e Stat? College Boulevard over-crossing, the existing Chapman Avenue off-ramp
and the Orangewoud Avenue on-ramp would be eliminated, resulting in a considerable
reduction in traffic on this segment of Manchester Avenue to a~~~ux'~:~~.1y

~ NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commission does adopt and
does hereby recommend to the City Council of the City of Anaheim that the Circulation Element-
Highway Riqhts-of-Way and Arterial Streets ar.d Highways Map of the Anaheim General Plan be
amended by the approval of General Plan Amendment No. 119, on the basis of the foregoiny
findings.
