PC 70-18R 6 OLUTION N0~ PC%0-18 A RP50LUTION OF THE ANAHEIM CITY PLANNING CAMMIS5ION R°_COMMENDING TO THE CITY GUUNCIL (1F THE CITY OF A~AHEIM THE ADOPTION OF A POLICY WHICH S HALL ESTA$LISH MINIMUM STANDARL6 FUR FIRC- DEPARTMENT ACCE5S AND CiRCULAT1nN TO PRIVATE DEVELOPMEPJ75 IN THE RESIDENTTAL, COMMERCIAL, AND INDUSTRIAL AREAS THROUGHOUT THE CITY THL-RETO WP.:•'~:=AS, the Planning Commission, after reviewing a number of plans of develop- r~~ent prese~~t.ed at public hearing ior consideration, determined that a crite.:ia for adequate Fire Department access and fire-fightinq ca?ability to private developments should be established; and "~`~ WHEREAS, the Planning Commission directed the Development Services DeUartrncnt, in ~ , cooperation with members of the Fire Department, Dublic Utiliti?s Department and Vdater Divisior,, to pr?pare a study of tne minimum standards required; and . WHEREAS, the Planning Commission on,January 12, 1970 reviewed tlie study made by the staff, ana directed that the proposed standards be considered at an advertised public hearing scheduled for February 9, 1970; and ~ WHEREAS, the City Planning Commission did hold a public hearing at the City Hall in the City of Anaheim on February 9, 1970 at 2:00 0'clock P.M., notice of said public hearing having been duly given as required by law and in accordance with the provisions of the Anaheim hlunicipal Code, to hear and consider evidence for and against said proposed policy standards and to investigate and make findings and recommendations in connection therewith; and ~ WHEREAS, said Commission, after due inspection, investigation, and study rnade by itself and in its behalf, and after due considerati.on of all evidence and reports ! oFfered at said hearing, does find and determine the followi.ng facts: 1. That although the Planning Commission was primarily concerned with providing adequate protection for one and two-~tory, multiple-family developments, the study criteria was equally applicable to commercial and industrial developments in the City. 2. That the standards proposed were the minimum requirements to provide for - the protection of lives and property of the public, and for the safety - of the personnel and equipment of the Fire Department. NOPJ, THEREI•URE, BE IT RESOLVED that the Anaheim City Planning Commission does hereby recommend to ihe City Council of the City of Anaheim the adoption of a policy establishing minimum standards for adequate Fire Department access and fire-fighting capability to private developments as depicted on Exhibit ".4", attached hereto and referred to herein as though set forth in full. "' ~ ERHIBIT "A" :~~ ~dzNIMi1M REQUIRED ACCESS AND CIRCIILATION A ACCESSWAYS (private streets, elleys, or drives) 1. ~inimum widths: e. 20 feet - alear of any ground level or vertical obstruction (Figures 1 ar,d 2). b• 25 feet - when providing aooess to carports or open par•king spaoes (Figure 1). - 2. Cul-de-sacs or Turn-around areas: Minimum 27-foot radius to curb (54-foot diameter). No parking of vehicles shall be permitted in the turn-around area, and the area shall remain alear of all permanent or immovable structurns or obstruottons (Figure 1). NOTE: N~ acoessway shall stub-end where it is required to px~ovide fire and sanitation vehicular eooessibility. 3. ~Einimum vei^tical clearance: 14 feet - this shall apply to archways, cantileverad structures, signs, lnmps, or ether pro,jections for the minimum 2U-foot wide, horizontal olearanoe distanoe required by paragrapb A- 1- a, (Figure 2). 4. Minimum corner out-offs: 26 feet - where a 20-foot wide aooessway is provided. Nos~arequired if both intersecting aooessways are a minimum 28-foot in width. (Figure 2) 5. Driveway slopes - private: Aooessways shall have a slope no greater than that permitted by Engineering Standard Plan ND. 121. E. FIRE HyDRANTg _ Location and Type . 1• Maximum distanoe from a structure to a fire hydrant: e. No struoture or axternal portion thereoP shall be more than 20u feet from a vehicular eooessway oapable of eooommodating fire dapartmant vehicles. b. Struotures shall be so located that no more than •two bends of a hand- hauled hose is raqvired prior to entering the struoture. Z• Distanoe betu•een Pire hydrants: a. Minimum distanoe of fire hydrants from struotures: On-site fire hydrants shall be looated at least 30 feet from any structure where physioelly possibly to oomply (Figura 1). 4. On-site fire hydrant looation: Fire hydrants shall be looated no oloser than 24~ inohes nor more than 26} inohes from the faoe of the ourb to the oenter of the hydrant barrel (Figure 3). Proteotive devioes (ourbs, rails, or oonorete-filled pipes~ shall 3e providad to proteot fire hydrants from vehioular traffic where ad~soent to vehioular eooessways. Type af fire hydrants: Fire hydrants shall be dry barrel type and have a minimum of two 2~-inoh oonneotions, and one 4-inoh steamer aonnection served oy a minimum 5-Snoh water line (Flgure 3). Note: Larger water mains may be required if, in the opinion of tY:e IItilities Department, larger servioe is needed. A 6-inoh barrel shall be used in residentiel areas, and a 7-inch barrel in oommerciel and industrial areas. 6. Parking olearanoe: e. Parallel parking - shall be prohibited for 15 feet on both sides of e fire hydrant, so as to permit aaoessibility to the hydrant. b.
