(Manufacturing uses required to be conducted wholly w:thin a structure; outdoor sign assembly proposed~. a b. SECTION 18.52.060(3-b) - Required_6-foot masonrv wall. (6-foot masonry wall enclosing ourdoor storage areas required; 6-foot chainlink fence andjor wooden fence and landscaping proposed). 2. That there are exr,eptional or extraordinary circumstances or conditions applicable to the pr~perty involved or to tlie intended use of the property that do not apply yenerally to the p:operty or class of use in the same vicinity and zone. 3. ihat the requested variance is necessary for the preserv~tion and enjoyment of a substantial property rioht possessed by~ other property in the same vicinity and zone, and denied to the property in question. 4. That the requested variance will not be materially detrimental to the public ~velfare or injurious to the property or improvements in such vicinity and zone in which the oroperty is located. 5. 7'hat under the authority of Section 18.G8.060, waiver of the require~~i 5-foot masonry wall along the south property line to erect a 6-foot chain link fence is hereby aranted, on the basis that a sand and gravel operatiun is located to the soi.;th which is enciosed with a 6-foot chainlink fence and is landscaped with oleanders. 6. That two persons appeared in opposition, one oppo~ing the possib;lit~ of heavy truck traffic on Richfield Road which could be hazardous to ner smal! cf~ild:=r,: and rhe other representing an industrial concern owning property immediately to th.•~.,st o* ~..:hfi.ald Road, requesting that the M-1, site development standards be maintairi~~ to ins~u e::om.::at:-• bility of the proposed develapment, since expansion of his industrial ~,or..:ern ,vould event- ually be to Richfield Road, and that the northeast industrial area v,as :,e:~~cteo 'r,;i :.i~ concern because of the numerous well develo~ec:, park?ike, ir~dus~rial concerns. i~OW, THEREFORE, BE IT RESOLVED that t}~e Anaheim City Planning Coinmission does hereby grant subject Petition for Variance, upon the following conditions which are hereby found to be a necessary orerequisite to the proposed use of the subject nronerty in order to preserve the safety and general welfare of the Citizens of the City of Anaheirn. 1. That the cwner of sLbject property shal? deed to the City of Anaheiri a strip of land. 32 feet in width from the centerline of the street alonq Richfield Road, for street widen- ing purposes. 2. That all engineering r.equirements of the City of Anaheim along Rich:ield Road and La Palma Avenue, including preparation of improvement plans and installation of all im- provements, such as curbs and gutters, sidewalE;c, street grading and paving, drainage faci- lities, or other appurtenant work shall be complied with as required by the City [ngineer and in accordance with standard plans and specifications on file in th-r office of ttie City Engineer; tnat street lighting facilities along Richfield Road and La Palma Aver.ue shall l:e installed as required by ti~e Director of Public Utilities and in accordance w:th standard plans and specifications on file in the office of the Cirector of Public Utilities, and t.!~at a bond in an amount and form satisfactor~ to the City of P.naheim shal] be posted witt~ tt:~ City to guarantee the installation of ~he above mentioned require~r.ents. 3. Tnat a bond in an amount and form satisfactory to the City of Anaheim shall be posted to insure the installaticn of a 6-foot masonry wall a]ong the nortn and east ,:rooerty lines of the proposed storage ard assemoly area of subject property at suct~ time as t}~e expansion of the manufacturing facility occurs; however, in no event shall said walls be waived beyond the 4-year time ne:iod limitation granted for o~tdoor storage and assemb]}~ area now proposed to be enclosed with only a chain link or wooden fence and ~ucalyptus trees. 4. That dense landscaping, including irrigation facilities, sha?] be installed and maintained betwaen the existing Eucalyptus 'rees alcng Richfield koad to fully shield from view the outdoor storage and assembly area proposed farther to the west on subject pro~erty. 5. ThaC thc easterly portion of subject property adjacent to Richfield Road and i'.~e sand ano grave] operation shall be maintained even though not used, provisions for reducing the dust and weed factor and maintaining general cleanliness of the area, which is necessary for the preservation of the health ano genera] welfare of the area. 6. That a parcel map to record the approved division of subject prop~:rty be submiY.ted to and approved by the City of Anaheim and then be recorded in the office of the Oran9e County Recorder. 7. That trash stoz~ge areas shall be provided in accordance with anproved plans on file with the office of the Director of Public WorEs. 8. That fire hydrants shall be installed as required and determined to be necessary by the Chief Of tf~e Fire Department. 9. 7'hat subject property shall be served by underground utilities. 10. That ail air-conditioning facilities shall be properly shielded from view. 11. That Condition I~os. ], 2, 3, 4, 5, and 6, above mentioned, sha11 be complied with prior to the commencement of the activity authorized under this resolution, or prior t~ ti~~~ time that the building permit is issued, or within a period of 180 days from date h~reof, whichever occurs first, or such further time as the Planninq Commission or City Council r,~a•; grant. 1~. That (;ondition Nos. 7, 8, 9, and 10, above m~ntioned, sha]] be complied with prior to final buildi~g and zoning inspections. ]3.
