8'HEREAS, the City Planning Cummis~sion of the City ot Anaheim did ceceive a verified Petition for Ro-
classification from RAYMOND DINKLER, 520 North Rio Vista Street, Anaheim, California 92806,
Owner; MODULAR 'fECFNOLOGY, INCORPORkTED, 2.~4 East 1'7th Street, Santa Ana, California
92701, Agent of certain real prope.rty situated in the City of Ana9~eim, County of Orange,
State of Cali.°ornia, described in Exhibit "A" attached hereto and referrad to herein as
though set foith in full.

WHEREAS, the City Plenning Commission did ho~d a public hearing at che City Hell in the City oE An:.neim
on June 15, 1970~ at 2:00 o'clock P.M. notice of seid public hearing heving been duly given es required by
law and in eccordance with the provisions ot the Meheim Munlcipel Code, Chaptsr 18.72, to hear and consider
evidence for and against said proposed reclassitication and to invest'tgate ondmake findings andrecommendetions
in connection therewith; and
WHEREAS, said Commission, after due inspection, inveetigrat3on, and study made by itselt and in its be-
hal(, and a(ter due consideration oE all evidence and reports ofEered at said hearing, does find end determine the
following facts:
1. Thet the petitioner proposes e reclessificetion ot the above described property from the R-A(C),
Aqricultural (Oil Producti~n), Zone to the R-3, ~dult?~!e Faniily Re,idential, Zone.
2. That the general architecture and desigr. of the p::oposed development with a
straight grid pattern subdivision is a regression or step k~arkwa:d from the type of
development. that Anaheim has experiencn~j ~n recent yEars. and thr_ aestheLic qualities
of this project are not consistent with other developrnents in this genera] area and
is, thereFore, deemr-d incompatible with the ar~ra.
3. That althouqh the density propose~ would be consistent with the General Plan
land use statement for this area and woulc~ be ailowa:~.le in tt~e R-3 Zone, it is four
times yreater than the density of the existinn sino,e-family subdivision to the west.,
and as a consequence, approval of ihis reyuest woul~:: place an undae environmental
burden upon tlie homeo~vners in the adjacent R-] tract..
4. Tliat t:he proposed developrnent lacks the norm~ri amenities necessary for the
type ef living environment which has been establishcd in Anaheim as it pertains to
open space, recrcation areas, parling, etc.
5. That sirn~e each of the units within eacti fourplex is to be sold as a separate
single-family dwell.inq unit, the proposed parl~inq, altPiouqh it meets the multiple-
family parking reyuirements is deemed inadeyuate, and parkir.g should be provided on
the basis of LWG spaces per unit as is required for single-family homes.
G. That since subject property is located adjacent to an elementary school and a
proposed City park, and since schools and parks are generally associated with families,
and since the proposed development is qear~d p:imarily for adults with a limited number
of children, subject property would b~ mor~ idea]]y suitable for single-family hon~es.
