That the petitioner withdrew waiver 1-b, above mentioned, and stiQulated to re- locating the sign in conformance with the Sign Ordinance. 3. That there are exceptional or extraordinary circumstances ar conditions applicab].e to the property involved or to the intended use of the property that do no apply generally to the property or clas s of use in the same vicinity and zone. 4. That the request ed variance is necessary for the preservation and enjoyment of a substantial property right possessed by other property in the same vicinity and zor-e, ar.~l denied to the property in question. That the ownere of subject property shall pay to khe City of Anaheim the sum ;;~~ of 154 per front foot along Lincoln Avenue for tree planting purposes. ~ .
