That the petitioner proposes a reclassification of the ebove described prnperty from tha County o f Orange R3(1200) Apartment District to rhe CiCy of Anpheim, R-3 Mult•Lple Family ~'esi- dential, Zone. 2. That rhe reclassification, as proposed, is not .in conformance with the Gecieral F'Lc~?l. 3. That the Planning Commission deterrnined that only that portion north of ~7mega Avenue extended should be reclassified to Che R-3 Zone, and that the southe:rly portioil to Winston Road should be retained for future expansion of the M-1 Zone, since Umega Avenue has been determined as the delineation poiat between industrial and resider.~tal uses as approved in Area Development Plan No. 94. 4. That the proposed reclassification of sub3ect property, as approved, is nec- essary and/or desirable for the orderly and proper development of the cummunity. 5. That the proposed reclassification of sub~ect preperty, as approved, does pruperly relate to the zones and their permitted uses locally esrablished in close groxi.mity to subject property and to the zones and their permitted uses generalty e~tablished throughout the community. 6. That che proposed reclassificAtion of subject property, as approved, requires the dedic.,tion and improvement of abutting (streets/alleys) in accordance with the Circulation ElemenL- of the ~etieral Plan, due to the antici.~ated increase in traffic wl~ich will be generated by the intensification ot land use, ?.
