That the petitioner proposes a reclessificetion oE the ebove described property fro-n the R-3, Multiple Family Residential, Zone to the C-1, General Commercial, Zone. 2. That the proposed reclassification is substsntially in conformance with the Anaheim General Plan. 3. That the proposed reclassification of sub~ect property is necessary and/or desirable for rhe orderly and proper development of the community. 4. That the proposed recla °.fication of subject property does properly relate to the zones and their permitted uses locally establiahed in close prox{~nity to subject property and to the zones and their permitted uses generally establishe' throughout the community. 5. That the oroposed reclassification of sub~ect property zequires the improvement of abutting (streets/alleys) in accordance with the Circulation Element of the Ceneral Plan, due to the anticipated increase in traffic which will be generated by the intensi- fication of land uae. 6. That the Planning Commioaion recommends that only the front 300 feet of subject property be reclassified to the C-1 2one, bec ~use there is a need to provide a vehicular circulation system to serve other deep parcels to the north and to tt-ie west, which raill probably develop for residential purposes, and this circulat.ion system is dependent upon the rentention of the street Lhat has already been dedicated across the rear of 4ubject property. 7.
