Thet the petitioner proposes a ceclassific6tion oE the above described property from the R-A, AGRICULTURAL ZONEy to the R-3, NJLTIPLE FAMILY RESIDGNTIAL, ZONE. 2, That t~e proposed reclaeaification is in conformance with the land use deaignation of the ~eneral Plan. 3. That the proposed reclessification of subject property Is necessery and/or de.sieable for the orderly and pro• per development of the community. 4. Thet the pcoposed reclassiflcetion of subject property does properly relete to the xones end thelr permitted uses locelly established in close pcoximity to subject pcoperty end to the zones end their permitted uses generelly esteb- lished throughc~_t the community. 5. That the proposed reclassification of aubject property requires the dedication acd improvement of abutting atreeta in accordance with the Circulation Element of the General Plan, due to the anCicipated increase in traffic whicli will be generated by the inteusifi- cation of land use. 6. R-A "1' NOW, THEREFORE, BE ~RESOLVED thet the Anaheim City Pl~g Commission does heeeby ~ecommend , to the City Counc:l of the Ci~ty of Aneheim that aubJcct Petitloa for Reclenxlflcatioa be epproved end, by so doing, thet Title 1&Zoning of the Aneheim Municipal Code be emended to ~exclude the above described pmperty fmm the R-A, AGRICULTURAL ZONE and to incorporate said described property into ttie R-3, MULTIPLE FAMILY RESIDENTL4L, ZONE upon the following conditions which are hereby found to be a nac- essary prerequiaite to the proposed use of subject prop~erty in order ta preserve the safety and general welfare of the Citizens of the City of Anaheim: (1) That all engineerins requirements of the CiL•y of Anaheim along Lincoln Avene~e, including preparation of improvement plans and install+~tion of all improvements, such t~s curbs and gutters~ sideF+alka, street grading and pavin,g, drsinage facilities, or other ap- purtenant work shall be complied with as required by the City Engineer and in accorda~ic:e with standard plans and specifications on file in the office of the City Engineer; thaL• street lighting facilities along Lincoln Avenue ahall be installed as required by the I)ir- ector af °ublic Utilities and in accordance with atandard plans and apecificatione on file in the office of the Director of Public UCilities; and that a bond in an amount and fo;cm satisfuctory to the Cit,y of Anaheim shall be posted with the City to guarantee the insealla- tion of the above mentioned requirements. (2) That the owner~s) of subject property shall pay to the City of Anaheim the sum of 15 cetrts per front foot along Lincoln Avenue for tree planting purposes. (3) That trash storage areas ahall be provided in accordance aith approved plans on file with the office of the Director of Public Works. (4) That fire hydrants ahall be installed as required and determined to be neceasary by the Chief of the Fire Department. (5) That a 6-foot mosonry wall shall be constructed along the north and west property Iines. (6) That all air conditioning facilitiea eha12 be properly abielded from view, and the sound buffered from adjacettt properties. (7) That subject property sha~: b~ serveu by underground uY.ilities. The provisions or righta graated by thi.s resolution shall become null and void by a:tion of the City Council unleesa eaid con3ltione are complied with within 180 da~~s from date hereof, or such further time ae the City Council may grant. (11) That Condition Nos. 3, 4, 5 6, 7 and 9, above mentioned, shall be complied with prior to final building and zoning inspections.
