That the C-0, Commercial Office, Zone was established on those properties on the south eide of Ball Road between Palm Street and Irie Street in order to encourage land assembly of theee small single family lots for development. 3. That the proposed use would establish an additional uae i.n a etructure already havtng two other uses creating parking shortagea that would be d~ttrimental to the adjoin- ing commercial and residentisl uses. 4. Tliat aince Ball Road ie a heavily traveled pr+.mary highway, it was considered inappropriate to cncourage exceasive on-atreet parking. 5. That the petiL•ianer did not submit subetentiatin,g ev;idence that a waiver of almoet 70% of the required parking should be granted. 6.
