(Between 6-10 foot setbaok or 25 foot minimum setbaak permitted; 11-24 fooi; set- becks on 4 lots proposed) 2. That the petitioner stipulated tq constructing a small 3-bedroom house on Lot No. 19 of Tract No. 5778, Revision No. 1, and to providing a garage setback of 10 feet lwith an automatia garage door opener) on said lot. 3. That there are exceptional or extreardinary circumstances or conditions eppliceble to the property involved or to the intended use of the propecty that do not apply generally to the prapecty or class of use in the same vicinity and zone. 4. Thet the requested variance is necessary for the pceservation and enjoyment of a substantial property right possessed by other property in the seme vicinity and zone, @nd denied to the p!operty in question. 5. That the reqnested variance will nut be materially detriment¢l to the public welfare or injurious to the prop- erty or imptovements in such vicinity and zone in which the propecty is loceted. ENVRIONMENTAL IMPACT REPORT FINDING That the Planning Commission in connoction with the filing of Envlronmental Impaot Report No. 94, finds and determines that the E.I.R. Review Committee deti3rmined thet the Report and Supplement is adequate as an informetive document and follows the City's established guidelines, and that there would'be no significant adverse environmental lmpacsi;s; therefore, the Planning Commission recommends to the City bouncil that seid report and supplement be adopted as the Council's Environmental Impeot Statement.
