Thet the proposed use is pcoperly one for which a Conditional Use Permit is authorized by COde Saction 18.64.020(2-b) to wit: expand an existing hospital, with waiver of: a. SECTION 18.62.060 - Sign type• (No free-standing identification ;~,ign permitted; --- 3 combinetion identification/directional signs proposed) 2. That Waiver 1-a, sbove mentioned, is hereby gi•anted on the basis that one sign already exists on the hospital site, and the remaining two sigr.s erere partial directional signs. ~ 3, That the proposed use will not adversely e(fect.the adjaining lend uses a~d the growth end development u[ the erea in Khich it is proposed to be located. 4. That the size and shape of the site proposed foc U~e use is adequate to allow the fu!1 development ofthe pmposed use in e menner nut detrimental to the particulac acea nor to the peace, health, sefety, and general welfare of the Citizens oE the Ciry of Anaheim. 5, That tl~e granting of the Conditional Use Pecmit under the conditions imposed, if any, will not be detrimental to die peace, hea]th, safety, and p,eneral welfare of the Citizens of the City af Attaheim: 6. Tha# six persons appeared, representing 10 persons present in the Council Chamber, expressing concern and requesting assur~nae that development will occur as proposed, together with tho requeste3 safeguards for wall construction, redesign and completion of Mystic Le.ne as a cul-do-sac,re+.eiation u£ the present quality of drainage exist;.ng on Harvest Lane, loca- tion end type of hospitsi security lighting, location of hospital employee parlcing to minimize the noises and lights due to hospital night shift personnel; and pest control to bb applied to the homes to be removed or demolished to protect the remaining proporties. 7. ' .^ • ~ . ~ E'~P~ IRONe,IENTAL IMPACT RE:'OHT FINDING: Petitioner has requested exemntion from requirements for fil'ing of an Environmental Impact Report. Review of the request and the Environmental Impact Questionnaire indioates the proposal ~~ould have no significant environmentr~l impact. Staff would, thereforo, recommend exemption declaration status be granted. NOW, TF~REFORE, BE IT RESOLUED that the Anahoim City Planning Commission does hereby grant subject Petition for Conditional Use Permit, upon the following conditions which are hereby found to be a necessary prerequisite to the proposed use of the subjeot property in order to preserve the safety and general welfare of the Citizens of the City of Anaheim: (1) ihat this Conditicnal Use Permit, is granted subject to the completion of Reclassification No. 73-7$-4, now pending. (2) That subject property shall be developed substantially in accordance with plans and specifirations on file v~ith the City of Anaheim marked Exhibit Nos. 1, 2, 3, end 4. (3) That any parking area lighting proposed shall be dovm-lighting of a maximum height of 6 feet, which lightiug shall be direated away from the property lines to proteot tY,9 residential integrity of the area.
