That there are exceptional or extreocdinary circumstances or conditions appliceble to the property involved or to the intended use of the property that do not apply general:y to the propecty or class of use in the same vicinity and zone. 3. That the requested variance is necessery for the preservetion and,enjoyment o£ a substentiel property right possesscd by uther property in the seme vicinitv and zone, end denied to the property in question. 4. That the requested varience will not be meterially detrimentel to the public welfare or injurious to the pmp- erty or impcovements in such vicinity end zone in whicn the property is located. 5. That the petitioner stipulated the mobile office would be used for only three yeare until development plans and construction for facilities were completed. ENlTIROA'M~NTAL IMPF.CT REPORT FINDING: That the Planning Commission, in connection with an Exemption Declaration Status request, £inds and determines that the proposal would have no significant environmental impact and, therefore, recommends to the Cicy Cour,cil thak no Environmentel Impact StaCement is necessary. V1-G '1- 'NOW, T'HEREFORE, BE 1T RE50LVED that the Aneheim Clty Planning Co~mmission does heteby grent subject Petition for Variance, upon the foltowing conditions which are hereby found to be a necessery prerequisite to Uie pro- posed use of the subject pcopecty in ocder to p:eserve the sa;'ety and generel welfare oE the Citizens of the City of Anaheim: , (1) That the sidewaiks, curba and gutters sl:a.ll b~ repaired slong La Palma Avenue as required by the City Engineer and in accordance witli stand~r.d plans and specifications on file in the office of the City Engineer. (21 That ttash storage areas shall be provided in accordance with approved plans on file with the office of the Director of Public Works. (3) That fire hydrants shall be installed and charged ae required and determined to be neceseary by the Chief of the Fire Department. (4) That a Cime limitation of three years shall be granted for the use of eubjeCt property.and; upon request by the petitioner, an additional period of time may be granted upon approval by the Planning Comwission and/or City Council. (5) That subject property ahall be developed substantially in accordance with plans and specifications on file with the City of Anaheim aarked Exh~.bit Nos. 1, 2, and 3. (6) That Condition Nos. 1, 2, and 3, above mentioned, shall be complied with prior to the cummencement of the activity authorized under this resolution, or prior to the time that the building permit is issued or within a period of one year fram date hereof, which- ever occurs first, or such further time as the Planning Commisaion may grSnt.
