A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM ADOPTING
AND I~ECOMMENDING TO THE CITY COUNCIL OF THE CITY OF ANAHEIM THE ADOPTION
0~~ AREA DEVELOPMENT PLAN N0. 98, EXHIBIT "F" THERETO
WHEREAS, the Planning Commission, in connection with a request for reclassification of
pYoperty on the west side of State College Boulevard betv:een Savoy Avenue and South Streets,
determined that Ar.ea Development Plan No. 98 be reactivated and alternatives be prepared for
consideration at public hearinn; and
WHEREAS, the City Planning Commission did hold public hearings at the City Hall in ~he
Ci~ty of Ar~aheim on July 23, ~nd August 6, 1973 at 2:00 o'clock P.M., notice of said public
tieal',ings having been ~uly given as require.d by law and in accordance with the provisions of
the Anaheim Municipal Code, to hear and consider evidence for and against said Area Develop-
ment Plans and to investigate and make findings and recommendations in connection therewith;
and
WHEREAS, said Commission, after due inspection, investigation, and study made by itself.
and in its behalf, and after due consideration of all evidence and reports offered at said
hearings, does find and determine the following facts:
1, That 5 exhibits were presented proposing varying alternative measures for providing
secondary circuTakion and sound attenuation devices. :
2. That evidence was submitted which indicated that upon.completion and:the,opening
of the Orange Freeway there was a great possibility that there would'be a substantial
decrease in traffic on State College Boulevard, rather than an increase as originally
projected by the traffic engineer.

3. That eVidence was submitted that commercial use of the property would not appear
to be the best alternative for these properties fronting on State College Boulevard.
4, That the Traffic Engineer recommended approval of Exhibit "C" in the event the
Planning Commissien and/or City Council determined commercial uses were apPropriate for
the study area which would block off veF~icular access to State College Boulevard from
Savoy Avenue.
5, That Exhibit "F" as submitted, appears to be the most acceptable method of providirtg•
for re;ention of the homes fronting on State College Boulevard, providing for liuffering of
the homes with an 8-fout high masonry wall or an 8-foot high landscape strip as well~as
previding;bUffering for these homes to the west, based on the fact that there would be
a decrease ~n"traffic volume on State College Boulevard when the Orange Freeway is completed
and opened in approximately 15 months.
6. That it was further determined that any conversion of these homes fronting on State
College Boulevard for commercial use should be held in 66eyance until experience was gleaned
from a change in traffic patterns on State College Boulevard upon completion and opening oF
the Orange Freeway.
7, That a patition signed by 59 persons, and 3 persons appeared representing 10 persons
present in the Council Chamber, expressing their concern regarding possible commercial traffic
being injected into the residential tract to the west of the study area, requesting that n~~
commercial uses or zoning be permitted for those plots fronting on State College Boulevard.
NGW, THFREFORE, BE IT RESOLVED, that Anaheim City Planning Gommission does adopt and
recommend to the City Council of the City of Anaheim the adoption of Arda Developm~nt Plan
No. 96., Exhibit "F", as the most logical means of providing buffering techniques for those
homes in the study area, thereby permitting retention of the homes for residential use rather
than conversion for commercial uses, based on the foregoin~ findings.
THE FOREGOING RESGLUTION is signed and approved by me this 16th day of August, 1973. ~
