PC73-235 A RESOLU'CION OF THE CITY PLANNING COMMISSION OF' THE CITY OF ANABEIM ADOPTING AND RECOMMENPING TO THE CITY COUNCIL OF THE CITY OF ANE+HE;IM THE ADOPTION OF AN AMENDMENT 't0 THE ANAHEIM MUNICIPAL CODE, TITLE 18, ZONING, CHAPTER 18.52 M-1, LIGHT INDUSTF,IAL, ZONE, S~CTION 18.52.060, SITE DEVELOPMENT , STANDARDS, .SUBSECT.ION. (3) FENC$S...AND...Wf~LLS_T•HERET_.0 WHEREAS, as a result of recent zoning actions which revealed a trend toward the appruval of variance applications to permit the enclosure of outdoor storage areas in in- dustrial zones by means of a chainlink fence in lieu of the solid masonry wall as required uy Code, staff proceeded Co sCUdy Che possibliliC~ of amendment to the Anaheim Municipal Code, Title 18, Chapter 18.52, Section 18.52.060 - SiCe Develoament Standards, Subsection (3) - Fences and Walis ir order to eliminate continued variance applications; and iJHEREAS, upon review of the study presnnted by staff at the Planning Commission meeting of SEptember 17, 1973, the Commission determined that the proposed amendment re- garding fences and wallsshould be considered at public hearing; and WHEREAS, the City Plannin~ Cammission did hold a public hearing at the City Hall in the Ciiy of Anaheim on October 15, 1973, at 2:00 o°clock P.M., notice of said public hearing having been duly given as required by law and in accordance wiCh the provis:.ons of the Ana- heim Municipal Code, to hear and consider evidence for and against said proposed code amend- ment and to investigate and make findings and recommendations in connection therewith; and WAEREAS, said Commission, after due inspection, inve'stigation, and study made by it- self and in its behalf, and after due consideration of a;.l evidence and reports offered at said hearing, does find and determine the following facCeC 1. That, in general, variances were denied and solid masonry oJall required only when: a. The storage area was adjacent to a street frontage or any residential zone boundary, except•ing R-A .oned undeveloped properties which were undar a Resolution of Intent to a non-residential zone; or b. Industrial operations such as fabrication, assembly, etc., were requested in addition to the storage of products and/or materials. 2, That where chainlink fences were granted in lieu of masonry walls, the following conditions lYere senerally imposed: a. Idterweaving of redwood slats in the chainlinkfence to provide an effective sight screen from adjoining properties; b. The excl,usion of industrial uses, other thaa storage, from areas enclosed only by the chainlink fence; and , c. Landscaping was required in conjunction with the chainlink fence to aid in the buffering f~:om adjoi~ning properties. 3. That since approvals of the majority of requests for waivers from industrial site enclosure requirements indicated the present screening requirements might be too stringent, some flexibility should be provided in ttte ordinances in order to ac- commodate other types of screening which would still serve to buffer the sighta and sounds of outdoor industrial ~ctivities from adjoining streets and properties. 4. That although the present Site Development Standards required fenaing of industriol sites adjacent to residential zones, it did not require fencing adjacent to com- mercial zones, even though industrial activities were frequently as in~ompatible with commercial uses as with residential uses, and similar screening shoul3 be provided between co~ercial and industrial uses as well. 5. AN ORDINANCE OF THE CTTY OF ANAHEIM AMENDING TITLE 1f3, CHAPTER 18.52, OF THE ANAHEIM MUPiI- CIPAL CODE RELATING TO ZONING, EOLI.OWS: THE CITY COUNCIL OF THE CI"'1F-OF ANAHEIM DGES ORDAIN A3 SECTION :t. That Title 18, Chapter 18.52, Section 18.52.066, Subsection (3) of the Anaheim Municipal Code be, and the same is hereby amended as follows: SECTION 18.52.060 SITE DEVELOPMENT STANDARDS. (3) SITE ENCLOSURE AND,SCREENING REQUIREMENTS. Industrial sites and/or uses shall be enclosed to provide effective sight screening from ad,joining prop- erties, uses or streets as follows: (a) Required Screening Adiacent to Residential or Co~nercial Zone Boundaries. A'solid masonry wall, landscaped eerthen berm or any combination thereof totaling not less than six (6) feet in heigl:t, shall be required al~ng and adjACent to any side or rear property line abutting any residentiai or commercial zone bounciary, or any alley abutting any such zone boundary. Ferther, any access gates shall be constructed of view-obscuring material to provide effective sight screening; provided, however, said walls or herms are not required adjacent to any lot zoned R-A which is under a Resolution of. Iatent t~ any industrisl zone. (b) Required Enclosure of Outdoor Uses. The pe'rimeter of any portior. of. a site not adjacent to either e residentiaY or cemcnercial zone boundary upon which eny outdoor use of an industrial na- ture is permitted shall be enclosed Co a height of not less than six (G) feet either by soiid masonry or building walls, chainlink fence entirely interwoven with redwood or cedar slats, landscaped eart•hen berm or any com- binat;ion thereof; and no outdoor industriel use or enclosure thereof shall encroach into any required setback area adjacent to any street, nor shall ~ny storage of products or meCerials exceed the height of any auch enclo-. sure; provided however that adiacent to any street frontage, anv• outdooz 1) Any portion of said chainlink fence adjacent to any street frontage, including eccess gates, shall UQ entirely interwoven with redwood or cedar slats. 2) Trees, of a size of not lese than fifteen (15) gallons, shall be planted along and adjacent to said fence within the required street setback area in a ratio of not less ehan one (1) tree per each tw~nty (20) lineal feet of length of such fence and spaced according to the spread of the species used, but in no case, more than twenty (20) f~et apart, 3) All required plAnting areas shall be provided witti hose bibbs, sprink- lers or similer permanent irrigation facilities and shall be permaa- ently maintained in a neat and orderly manner as a condition of use. -1- . ~ r ~ ~ SF.CTION 2.
