That Waiver No. 1-d, above mentioned, is hereby granted on the basis that the percentage of waiver requested from Code was such that it would not be detrimental to the surroundfng land uses. 5. That Waiver 1-e, above mentioned, is hereby granted on the basis that the sign area would be compatable with the uses. 6. That Waiver 1-f, above mentioned, is hereby granted un the basis that the signs faced different streets and advertised two different units. 7. That the proposed use will not adversely affect the adjoining land uses and tt~e growth and development of the area in which it is proposed to be located. S. That the size and shape uf the site proposed for the use is adequate to allow the full development of the proposed use in a manner not detrimental to the particular area nor to the peace, health, safety, and general welfare of the Citizens of the City oE Anaheim. 9. That the granting o£ the Conditional Use Permit under the conditions i~posed, if any, wLll not be detrimental to the peace, health, 5afety, and general welfare of the Citizens of the Cicy of Anaheim. ENVIRONMENTAL IMPACT REPORT PINLING: That the Pianning Commission,'in connection with the filing of Envi.ronmental Impact R~.port No. T06, Linds and determines that the E,I.R. Review Committee determined that [he Report is adequate as an informative document and follows the City's egtablished guidelines, and Chat there would be no significant adverse environmental impacts; and, therefore, the Planning Cummission recommends to the City Cou.ucil that said report be adopted as the Council's Environmental Impact Statement. NOW, THEREPORE, BE IT RESOLVED that the Anaheim City Planning Commiseion does hereby grarit in part subject Petiti6n for Conditional Use Permit, upon the following conditions which are hereby found to be a necessary prerequisite to the proposed use of the s~bject property in order to presesve the safety and general welfare of the Citizens of the City of Anaheim: (1) T.hat the owner(s) of subjecl• property shall deed to the City of Anaheim a strip of land 64 fee[ in wid[h along Street "A" for street construction. (2) That a'L1 engineering requirements of the City of Anaheim along State College Boulevard and Street "A" including preparation of improvement plans and installation of all improvements such as curbs and guGtera, sidewalks, street grading and paving, drainage facilities, or other appurtenant work shall be complied with as required by thP City En- gineer and in accordance with standard plana end specificaticins on file in the o£fice of the Cit}~ Engineer; that street lighting facilities along Street "A" shall be installed as required by the Director of Public Utilities and in accordance with standard plans and specifications on file in the office of the Director of Public Utilities; and that a bond in an amount and foim satisfactory to the City of Anaheim shall be post:ed with the City to guarantee the installation of the above mentioned requirements, (3) That the owner(s) of subject property 3ha1Z pay to the City of Anaheim the sum of $2.00 per front toot along Stste College Boulevard and Katella Avenue for streek light:- ing purposes. (4) That sidewalks shall be installed along Katella Avenue as required by the City Engineer and in accordance with standard pl~ns and specificaCions on file in the office of the City Engineer. (5) That trssh storage areas shall bE provide3 in accordance with approved plans on file with the office of the Director of Public Works. (6) T.hat fire hydrants shall be installed and charged as required and determined to be necessary by the Chief of the Pire Department prior to commencement of stsuctural fram- ins. (7) That all air conditioning faci.lities shall be properly shielded from view, and the sound buffered from adjacent properties, (8) That sub,ject property shall be served by underground utilities. FtESOLUTIUN N0. PC73-240 ~2- 0 ~ (9) Ttiat drainage of subject prop~rty shall be disposed of in a manner satisfactory to the City Engineer. (10) That a parcel map to record tihe~approved division of subject property be sub- mitted to and approved by the City of Anaheim and then be recorded in the office of the Orange Coanty Recorder, i (11) That street names shall be approved by the City of Anaheim prior to approval of £inal building and zoning inspections, (12) That Street "A" and the private street intersecting with Street "A" and Katella Avenue shall be fu11y improved with the construction of this project. (13) lhat the final parking plan ahall be approved by the Development Services Aepart- ment, and any landscaped areas in the parking areas shall be protected with six-inch high concrete curbs, and concrete wheel stops shall be provided for parking spaces. (14) ihut a perpetual easement agreement with the owners of the properties providing for circulation of vetiicles from one parcel to another shall be submitted to the City Attorney''s Office for review and approval; then filed and recorded in the ~ffice of the Orsnge County Recorder. (15) That subject property shall be developed substantially in accordance with plans and specificutions on file with the City of Anaheim ~arked Exhibit No. 1, Reviaion No, I; Exhibit No. 2, Revision No. 1~ Exhibit No. 3, Revisian No, 1; Exhibit No. 4, Revision No. 1; and Exhibit Nos. 5 through 12, provided, however, that plans and elevations for the proposed bank building shall be aubmitted to the Planning Commission for approval prior to issuance of a building permit, as stipulated to by the petitioner. ~1fi) That Condition Nos, 1, 2, 3, 10 and 14, above mentioned, shall be complied with prior to the commencement of the activity authoriaed ander thia cesolution, or pr"or to the time L-hat the building permit is issued, or within a period of one year from date hereof, whichever occurs first, or such further time as the Planning Commisaion may grsnt. (Y7j 1'hat Cordition Nos. 4, 5, 7, 8, 9, 12, 13, and 15, above mentioned, shall bc com- pYied with prior to final building and zoning inspectione, (18) Thae each use proQosed to be established on sub~ect property, which is intended to qual'ify under Section 18.52.050 (2-a nnd 2-b), ahall be submitted in written form to the DeveYopment Services Department for review and approval in order that ~ determinetLon may be m8de as Co whether the proposed use Would be appropriate for the site and whether sufficien[ parking is providzd on the property to eccommodate an additional parking demand created by sucn a use.
