Thet the petitioner proposes e reclassificetion of the above described property Ecom the R-A, AGRICiTL'TURAL~ ZONE, to the RS-5000, ONE rAMILY, ZONE. 2. That the proposed reclassification is in conformance with the land use designation of the General Plan. 3. Thet the proposed reclesaification of subject property does pmperly relate to the z~~aes and their permitted usas locally esteblished in close proximity to subJect property and to the zoneE an~ their permitted' uses generelly esteb- lfshed throughout the coms~unity. 5, That the proposed ceclasaiticstion of subject property requires the .ledication and improvemenC of abutting streets in accordance with the Circulation Element ~f the Generel Plan, due to the anticipated increase in traffic which will bA generated by the intensificu- tion of land use. 6. ENVIRONMENTAL IMPACT REPORT FINDING: That the Planning Commission, in connection with an Exemptinn Declaration Status request, finda and detezmines that the proposal would have no significant environmental impact and, therefore, recommends to the City Council that no Environmental Impact Statement is necessary. R-A ~ 1~ NOW, THEREFORE, BE 1'~ESOLVED thet the Aneheim City Planc~ Commissinn does hereby recommend to the City Council of the City of Anaheim thet subjeet Petition for Reclassification be eppcoved end, by so doing, thet Title 1&2oning of the Aneheim Municlpel Code be emended to exclude the above desccibed property from the R-A, AGRICULTURAL, ZONE and to incorporate saLd described property into the RS=50Q0, ONE FAMT7.Y, ZONE, upon the following condit.ions which are hereby found to be a necessary pre- requisite to the proposed use of subject propercp in order to preserve the safety a,1d general welfare of the Citizena of the City of Anaheim: (1) In the event that subject pxoperty ia to be divided for the purpose of sale, lease, or financing, a parcel map, to record the approved divieion of subject property, be submiC- ted to and approved by the City of Anaheim and then be recorded in the office of the Orange County Recorder. (2) That sidewalka shal7, be installed along La Paima Avenue as required by the City Engineer and in accordance with standard plans and specifications on file in the ofFice of the City Engineer. (3) That the owner(s) of subject property shall pay to the City of Anaheim the sum of 60 cer.ts per front foot along La Palma Avenue for tree planting purposes. (4) That street lighting facilities along La Palma Avenue and Mayflower Street chall be inatalled as required by the Director of Public LTtiiities, and in accordence with stand- ard pians and specifications on file in the office of the Director of Public Utilities and that a bond in an amount and form satiafactory to the City of Anaheim shall be postec' with the City to guarantee the inataTlation of the above mentioned reqairements. (5) That fire hydrants sheYY be instalYed and charged as required and determined to be necessary by the Chief of the Fire Department prior to commencement of structural framing. (6) ThaL sub~ect property shall be served by underground utilities. (7) That all air conditioning fecilities shall te properly shielded from view, and the sound buffered from adjacent propertiea. (S) That drainage of aubJect property shall be dieposed of in a manner satisfactory to the City Engineer. (9) That the owner(s) of subject property ahall pay to the City of Anaheim the appro- priate park and recreation in-lieu fees as deCermined to be appropriate by the City Coun~il, seid fees to be paid at the time the building perniit is iesued.
