cation of the property f~r apartment development be disappro.ved, L•herefore, the requesCed
variance would not ba applieeble to the existing zoning or Che zoning recormnended by the
Planni.n~ Commission.
4. ThaC there are no.excpptibr.al nor exCraordinery circumstancas or condiCiona appli-
cable to Che properCy involved or to the intended use of the propert•y that do not apply
generaily Co the properCy or class of use in the same vicinity and zone.
5. ThaC the requesL•ed variance is not necessary for the preservation and en;oymenC of
a substantial property right possessed by oCher property in the same vicinity and zone, and
denied to the properCy in queation,
