PC75-105 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM PERTnINING TO THF MATTER OF PARTICIPATION OF THE CITY OF ANAHFIM IN THE NATIONAL FLOOD INSURANCE PROGRAM. WHEREAS, official notice of Anaheim's flood-prone status and flood hazard boundary maFs became effective July 26, 1974 and, under provisions of the National Flood Insur~nce Program, the City has until July l, 1975, or one year from the publicatinn date of flood hazard boundary maps. to voluntarily participate in the program, c~r within six (6) months appeal the initial findings of the Federal Insur- ance Administration; and WHEREa!i, in view of evident discrepancies between the Federal flood hazard boundarys maps and local Corps of Engineers flood hazard data, the City of Anaheim appeale~3 said Federal maps; and WHEREAS, notice has been received that a re-study of Anaheim's flood hazard boundarie5, as well as other California cities, has been initiated by the Federal Insurance Administratiun and, although said re-study and revised maps were to be available by February, 1975, said ;evised maps have not yet been received; and 4JHEREAS, the City Planning Cqmmission did hold a public hearing at the City Hall in the City of Anaheim on May 12, 1975, at 1:30 p.m., notice of said public hearing having been dt~ly given as req~tired by law and in accordance with the provisions of tiie P~naheim Municipa!'Code, to he~r ana consider evidence for and against said proposal to participat.e in the National Fiood Insurance Program by the City of Anaheim, and to 'r:~vestigate and make findin9s and recommendations in connection therewith; and Wti.EItFA^s; Said Co;t~n~ssion, after due inspection, investigation and study made by i~t:~=_tiF a?~tl in i2s behalf, and after due consideration of all evidence and reports ~iffQF'ed at ~a)d hearing, DOES HEREBY FIND: i, ~hat, since the flood-prone status and flood hazard boundary maps submitted by ~}~e F~riera? Insurance Administration are erroneous, subscribing to the National Flood Ins+~rhnce Program at this time may not be in the best interest of the citizens of this City, particularl,y since there is a conflict between the boun~iary maps sub- mitted by the Federal Insurance Administration which indicate approximately 90% of the CiLy is located in the flood-prone area, and the maps prepared by the Corps of Engineers which indicate approximately 30-40% of the City is located in the flood-prone area. 2. That, until corr~cted maps and relative information are received by the City, it may be appropriate to form a"citizens committee" to vigorously pursue the type of Federal insurance pro,~a^~ needed by the City which will be based upon a definite and substantiated need for a designated area of Anaheim to have this type of insurance. 3, That there are reservations in the minds of the City Planning Commissioners that, if participation is agreed to, then the revised maps may not be expedited to an early completion and may never be received by the City, which would be materialty and economically detrimental to the Citizens of the City of Anaheim. 4. That the City Council is urged to meet with representatives of the Lnited States Government responsi6le for the National Flood Insurance Program and with this City's legislative representatives to make the City's position in this matter more tenable by at least having a correct flood hazard boundary rnap on which to base its deci,sion prior to the mandated dPadline for City participation in the National Flood fnsurance Program, 5. That the City Planniny Commission concurs in a suggestion made by the opposition at said public hearing, that the City not be required to participate in the National Flood Insurance Program but to be required to participate with other cities in the area to correct the situations which are known to exist making the CiCy flood-prone, RESOLUTION Na. PC75-1~5 _ • ' ~ ~ NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commission does hereby recommend to the City Council of thc City of Anaheim that the City not participate in the National Flood Insurance Program at this time, on Y'~e basis of the foregoing findings.
