J. HALLMEYER, 1304 South Magnolia Avenue, Anaheim, Ca, 92804 {Agen*.) of certain real pro~perty situated in the City of Anaheim, County of Orange, State ofi Califonnia, described as: The West 82-1/~ feet of the East 247-1/2 `Eeet of the Northa~zst Quarter of the Northwest Quarter of the Northeast quarter of Section 2;, Township 4 South, Range 11 West, in the City of Anaheim, S.B.B. '& M. ~ EXCEPTING THEREFROM the North 396 feet; and WHEREAS, the City Planning Commissio~ did schedwle a publac hearing at the . That the petitioner proposes reclassification of Yhe abovc-~escrtbed property from the RS-A-43,000 (RESIDENTIAL/AGRICULTURAL) ZONE io thc RM-2~00 (RESIDENTIAL, MULTIPLE-FAMILY) ZONE. 2, That the Anaheim General Plan designates subject property for l~w-medium density residential uses. 3, That the proposed reclassification of subject property is necessary and/or desirable for the orderly and proper development of the commun.ity. 4. That the proposed reclassification of~subject property does properiy relate to the zones and their pePmitted uses locaily established in close p~oximity to subject property and to the zones an~ their permitted uses generally established throughout the community, 5. That the proposed reclassification of subject property requires the improven~nt ~f abutti~g streets in accordance with the Circulation Element of the General Plan, due to the anticipated f'ncrease in traffic which will be generated~by the intensificati~n of land use. . 6. That no one appeared at said public hearing in opposition and ~o correspondence was received in opposition to subject petitian; however, opposition was present and correspondence was received in opposition to the variance petition which was submitted in conjunction with this reclassification petition. . ENVIRGNMEPJTAL IMPACT REPORT FINDIN6: That the Planning Comnission recommends to the City Councit that the subject project be exempt from the requirement to prepare an Environmental Impact Report, pursuant to the provisions of the California Enviror~mentai Quality Act. That all engfneering requi~ements of the City of Anaheim along Lane.ros~ Drive Tncluding preparation of improvemen~ plans and installation of all improvements such as curbs and gutters, sidewalks, street grading an~d pav•ing, drain~9e facilities, or other ap~urtenant work shall 6e camplierJ with as required by the Ci'Cy Engineer and in accordance with staadard p'lans and specifications on file in the offece of the City Engineer; a3~d that a bond in an amount ~nd form satisfactory to the•City of Anaheim sha91 be posted with the City to guarantee Xhe ~nstal9a*_ion af the above-mentioned requirements. `, ~ 2. That the awner(s) of subjec't property shall pay to the Cit,y of Anahe?m the sum of 60S per front foot along Lanerose Drive fo~ tree planting purposes. 3. 7hat trash storage areas shall be provided in accordance with app.roved plans on file wiL~h the of'fice of the Director of Pub1Yc Works. 4. That fire hydrants shall be installed and charged as required.and determined to be necessary by the Chie~ of the Fire Departm°nt pr;or to comm°ncement of structural framing. 5; That~subject property sh~`sl be served by underground utilities. 6. That drainage of subject pwnperty.shall be dispossd of in a manner satisfactory to the City Engineer. , 7, That the a~dner(s) of subject property shall pay to the City of Anaheim the a'ppropriate park and recreation in-lieu fees as de'termined to be appropriatc by t{ie City Council, said fees to be paid at the time the building permit is •issued. 8. That appropriate water assessment fees as determined ~y the Director of Public Utilities shall be paid to the City of Anaheim prior to the issuance af a building permit. ' 9. Prior to the introduction of an ordinance rezoning subject property, Condition Nos. 1 and 2, above-ment'foned, shall be cumpleted. The provisions or rights grarted by this resolution shall become null and void by action of the City Council unless said conditions are complied with within one year from the date hereof, or such further time as the City Council may grant. ~ 10, That Condition Nc~s. 3, 5, and 6, above-mentioned, shall be compli~d with prior to final building and zoning inspections.
