PC75-17 ~~J A RESOLUTI~N OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM RECOhit1ENDl":~ TO THE CITY COUNCIL OF THE l:lTY OF ANANEIM A1IENDMENT TO ANAHEIM MUNICIPAL CODE, TITLE 18, CFWPTER 18.J6 PERTAINING TO MINIMUII NUMBER AND TYPE OF PARKING SPACES. WHEREAS, at their meeting of December 3, 1974, the Anaheim Lity Council reviewed a Staff Repcrt pertaining to requirements of the Environmental Protectio~ Agency (EPA) for the :,ontrol of "indirect" sources of air pollution, i.e., facilities which attract large volumes of au~omobile traffic; and WHEREAS, on December 3, 1974, the City Council approved Staff recommendations that a Parking Management Plan (PMP) be prepared for the City of Anaheim and that interim to the approval of said Plan, the Council reGuest authority from the EPA toreview and approve proposed non-residential projects within the City which could have detrimental impact on the air quality, and to amend zoning ordinances accordingly to provide for such procedures; and WHEREAS, the City Plannin,q Commission did hold a public hearing at the City Hall in the City of Ariaheim on January 20, ~975, at 1:30 p.m., notice of said public hearing haviny been duly given as required by law and in accordance with the pro- vis,ions of the Fnaheim tlunicipal Code, to hear and consider evidence for and against said proposed amendment and to investigate and make findings and recommendations in connection therewith; and WHEREAS, said Commission, after due inspection, investigatiun, and study made by itself and in its behalf, and after due consideration of all evidence and reports offered at said hearing, does find and determine the following facts: (1) ThaC after January 1, 1975> EPA regulations require the revietia of all proposed non-residentiai projects requiring 1,000 or more automobile parking spaces, and effective'June 30, 1975, review will be required for all non- residential prr~jects requiring 250 or more parking spaces, and the air , quality impact of these facilities will no~mally be evaluated in the Environmental Impact Report for the project. (2). That under existing City ordinances there are no provisions either requiring or permitting City Council review or the preparation of an Environmental . Impact Report for any proposed non-residential development accommodating . 250 or more automobile parking,spaces if.said development is in compliance with the Zoning Code and reclassification is not required.
