PC76-151 A RESOLUTION OF THE ANAHEIM CITY P~ANNING COMMISSION ADOPTING AND RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF ANAHEIM ADOPTION OF A TRAILS ELEMENT TO THE ANAHEIM GENERAL PLAN. WHEREHS, *.he City Council of the City of Anaheim did adopt a General Plan by Resolution No. 69k-544, showing the generzl description and extent of land uses within the City and indicat:ng the present belief of the Council as to possible future development and redev~~lopment of land within the City; and WHEREAS, in accordance with direction of the Canyon Area Generai Planning Task Force, the Trails Committee developed a plan identifying trail routes and said plan was endorsed by the Task Force and on March 23, 1976, the plan was approved in principle by the City Council of the City of Anaheim; and WHEREAS, in subsequent actions, the Anaheim City Planning Commission and the City Council of the City of Anaheim directed City Staff to prepare a Trails Element to the Anaheim General Plan and to schedule public hearings thereon; -,nd WHEREAS, the Anaheim City Planning Commission did hold a public hearing at thP City Hall in the City of Anaheim on August 2, 1976, at 1:30 p.m., notice of said :.~blic hearing having been duly given as required by law and in accordance with the pr:,visian~ of the Anaheim Municipal Code, to hear and consider evidence for and against said proposal and to investigate and make findings and recommendations in connection therewith; and WHEREAS, said Cortmission, a~fter due inspection, investigation and study made by itself and in its behalf, and after due consideration of all evidence and reports offered at said hearing, does HEREBY FIND AND DETFRMINE: 1. That the proposed Trails Element applies to the area u~ land generally bounded by the Newport Freeway to the west, Esperanza koad and Santa Ana River to the north, the Orange County linP to the east and the major ridgeline to the south. 2. That the proposed Trails Element consists of equestrian and hiking trails and is made up of three classes of trails, as follows: a. Regionai Trail - A trail of county-wide and regional interest (funding for acquisition, development and maintenance being the responsibility of the County of Orange). b. Backbone Trail - A major local trail provided f^- :sers throughout the canmunity (funding being the responsibility ~-~ the City of Anaheim). c. Feeder Trail - Localized erails pro~~::,ing access within given neighbor- hoods to bar,kbone trails (funding be'ng the responsibility of the City of Anaheim). 3, That the proposed Trails F,lement coiisists of approximately 34 miles of regional trails, 18 miles of backbone traJls and 10 miles of feeder trails. ~F, That the implementation techniques (funding) were discussed and determined te be inappropria*e as a consideration in adopting the proposed Trails Element. 5, That Environmental Impact Report No. 180 was considered in conjunction ~~ith the proposed Trails Element. NOW, THEREFORE, BE IT RESOLVED that Environm,ent.al Impac,*, Report No. 180, having been considered this date by the Anaheim City Planning Cammission and evidence, both written and oral, having been presented to supplement saed draft EiR No. 180, the Planning Commission believes that sa9d draft EIR No. 1$0 does conform to the City and State Guidelines and the State of California Cnvironmeneal Quality Act and, based upon such information, does hereby recommend to tha City Councii of the City of Anaheim that they certify said EIR No. i80 is in compliance with said Environmental Qualit,y Act. RESOLUTION N0. PC76-151 ~ ~ ~ BE IT FURTHER P.tSOLVED that the Anahaim City Planning Comnission does hereby adopt and recanmend to the City Councii of the City of Anaheim adoption of a Trails Element to the Anaheim General Plan, as described in Exhibit A, a copy of which is attached hereto and made a part of this resolution; except, however, that Pages 19 thro~gh 24 of said Exhibit A shall not be adopted since said pages consider imple- mentation and financing techniques.
