Nall in the City of Anahelm on October 11, 1976, at 1:3~ P•m,.~ notice o.` saf~ public
hearing having been duly given as requlred 'oy law and in accordance wTth thc•
provisions of the Anaheim Municipal Code, f,hapter 18.03. to hear a~d considei
evidertce for and against said proposed reclassifTcatlon and to investlgate and make
findings and recommendations In ~onnectlon there:vith; and
WHEREAS~ sald Commission, after due inspectTo~~ investlgatior aod study ma2:
by ltself and in Its behalf~ and after due consideration of ali evidence and reporPs
offered at sald heering~ does !ind snd determine the following facts:
1. That thc petitioner proposes a reclassificatton of the above-describ~td
propertY from the RS-A-43,00~(SC) (RESIDE4TIAL/AGRICULTURAL - SCENlC CORRID)R
OVERLAY) ZONE to the CL(SC) (COMMERCIAL.~ LIMI7ED - SCENIC CORRIDOR OVERLAY) ZONE,
2. That the Anaheim GenErai Plan, as amended, deslgnates subject property
for general carmeriral uses.

5. That the proposed reclassification of subJect property requiret. the
improvement of abutting streets ln accordance with the Ctrculatlon Element of the
Generoi Plan, due to the antic:lpated increase ln traffic whlch will be generat~d by
the intensfficatlon of land use.

ENVIRONMENTAL IMPACT REPORT FINDIN~; That the Anahcim City Pl+inninq
Commisslon does hereby recommend to the City Council of the City of A~ahelm tFat a
negatlve declaratlon from the requirement to prcpare an cnvironmental impatt report
be approved for the subJect proJeet, pursuant to the provislons of the Calif~rnia
Envlronmental Quality Act.
NOW, THEREFQRE, BE IT RESOLVED Chat the Anshelm City Ptannin9 C~xrmisslon
does hereby recommend to .he City Ce~!ncil of the Clty of Anahelm that su~Ject
Petitlon for Reclassification be approved and, by eo doing, that Tltte 1R-?~ni~~g of
thr. Annhelm Munlcloal Code be amended to exclude the above-descrlbed property from
the RS-A-43~000(SC) (RESIDEN'IAL/AGFIICUL7URAL - SCEMIC CORRIDOR ~VERLAY) 70NE ar~d to
incorporate said d,:scrlbed prop_rty into tha CL(SC) (COMMERCIAL, LIMITED - S(ENIC
CORRIDOR OVcRLAY) Z011[ upon the folic.:ing conditions which are hereby found to be a

necessary prerequisite to the proposed use of subJect properiy tn order to preserve
the safety and general welfare of the Citizens of the City of anaheim:
1, That alt en,qineering requtrements of the City of Anaheim alnng La Palma
Avenue and Im~erial Hlghway, including preparatlon of improvement plans and
installaelen of all improvements such as curbs and gutters, sidewalks. street grading
and paving, drainage facllities ~r other appurtenant wc,rH, shail be complied with as
requlred by the Clty Engineer and in accordance with standard plans and
specificatlons on flle in the Offlce of the City Engin~eer; that street lighting
facillties along La Pa1Ma Avenue and Imperfal Hlghway shali be instal~.ed as required
by the Director of Public Utilltles, and tn accordance with standard specificatlons
on fiie In the Afflce of the Director oi` Pub11c Utilities; or that a bond,
certificate of depesit. letter or credit, or cash, in an amount and form satisfactory
to the City of Anahelm shall be p~sted with the Clty to guarantee the installation of
the aFove-mentioned requir~ments.
2, That the owner(s) of subJect {sroperty shall pay to the City of Anaheim
the sum of s!xty cents (60C) Aer front foot atong La Palma Avenue and Imprrlal Highway
for tree pianting purposes.
3. That trash storage areas shall be provided tn accordance wlth approved
plans on file with the OPf(ce of the Director of Public Works, as stlpulated to by
the petiti~ner.
~+. That flre hydrants shall he instalted and charged as required and
determined to he necessary by the Chlef of the Flre Department prlor to commencement
of struc~ural framing.
j. That subJect property shall be served by u~derground utilities.
6. That dralnagc of subJect property shall be disposed og in a manner
sAtlePnctory to the Clty Englneer and the Orange County F1ooA Control District, as
stlpulated to the petltloner.
7, In the event that subJect property is to he dtvided f~r thr. purpose of
sale, lease, or Pinancing, a parcel map to rccord the approved dlvtsion of suhJect
property shall be suhmitted to and approveA by the City of Anahelm and then be
recorded In the office of the Oran~e County Recorder.
8. That these reclassificatlon proceedings are granted sub.ject to
completlon of annexatlon of subJect property to the City of Anaheim.
9, That the nwner(s) of subJect property shall pay appropriate drainage
asse~sment fees to the City of Anahetm, as determined by the City Engineer prlor to
issuance of a butYding permit,
10, That appropriate water assessment fees, as determined by the Director
of Puhlic lltilltles~ shall be pald to the City of Anahelm prl~r to the Issuance of a
bullding permit.
11. That the two (2) exlsting billboerds located nn suhject property shall
he removed, prior to the issuance of a buliding permit.
12. That thc lighting of signs on the subJect property shall he in
accordance with the llmitations of the Scenic Corrfdor Zone-Overlay, as stipulated to
by the petitlcner.
13. That the signing of the sub~ect pro~erty shall be in accordance with
the signing requirements of the Sc~nic f,arridor Zone-Overlay, as stipulated to by the
petitloner.
14, That the property ~wnr.r(s) shall install a landscaped median in La
Palma Avenue. with one (1) median opening at the entrance to the suhJect ~roperty, in
accordance wlth Clty of Anahelm standarAs, and es sti~utated to by the petitioner.
15, That sub)ect property shall be devrloped s~sbstantlaily in accordance
with plans and speciflcntlons on flle with the Ctt;~ of Anaheim marked Exhlhit Nos. 1
